山东省青州市农村饮水安全问题研究

【摘要】:水是生命之源,是人类赖以生存和发展的基础,是其他任何物质都不能代替的资源。我国有70%以上的人口居住在农村,虽然我国在保障饮水安全方面做出了大量努力,但仍有近3亿农村人口饮水不安全。解决农村饮水安全问题,直接关系到广大农村人民群众的身心健康和生命安全。 山东省青州市位于鲁中山区和鲁北山前平原洽接地带,降水量有限,人口密集,是农村饮水安全问题严重地区之一,研究青州市的农村饮水安全问题对于全国平原或山区的饮水安全研究都具有很强的代表性。本文以公共产品理论为基础,在分析影响农村饮水安全的自然地理条件和社会经济条件的基础上,详细阐述了农村饮水安全的含义以及青州市饮用水水源地的范围、保护情况、农村供水设施、供水能力、农村饮水安全工程建设情况、水质现状,,指出了青州市的农村饮用水安全工作虽然取得了一定成绩,但仍然存在着饮用水水源地污染、农村供水设施落后、饮水安全工程规划落实不到位、资金缺口较大等问题,需要进一步得到解决。本文还结合青州实际,有针对性地提出了加大饮用水水源安全保护和水污染防治工作力度、建立健全农村饮水安全监管长效机制、坚持规模化供水和公司化运营、鼓励社会资金进入农村供水市场、加大饮用水保护宣传力度等对策与建议,对于提高青州市农村饮水安全工作水平、保障农村居民生命健康安全具有一定的参考价值。
[Abstract]:Water is the source of life, the basis of human existence and development, and the resources that can not be replaced by any other material. More than 70% of the population in China live in rural areas. Although our country has made a great deal of efforts to ensure drinking water security, there are still nearly 300 million rural people drinking water insecurity. Solving the problem of drinking water safety in rural areas is directly related to the physical and mental health and life safety of rural people. Qingzhou City, Shandong Province, is located in Luzhong Mountain area and Lubei Mountain Plain, with limited precipitation and dense population. It is one of the areas with serious drinking water safety problems in rural areas. The study of drinking water safety in the countryside of Qingzhou city is very representative for the study of drinking water safety in the plain or mountainous area of the whole country. Based on the theory of public products and the analysis of the natural geographical conditions and social and economic conditions that affect the rural drinking water safety, this paper expounds in detail the meaning of rural drinking water safety and the scope and protection of drinking water sources in Qingzhou City. The construction of rural water supply facilities, water supply capacity, rural drinking water safety engineering and water quality status are pointed out. Although some achievements have been made in the rural drinking water safety work in Qingzhou, there is still water source pollution in the drinking water source. Problems such as backward water supply facilities, inadequate planning of drinking water safety projects and large funding gaps need to be further solved. Combined with the actual situation in Qingzhou, this paper puts forward to strengthen the safety protection of drinking water sources and water pollution prevention and control, establish and perfect the long-term mechanism of drinking water safety supervision in rural areas, insist on large-scale water supply and corporatization operation. Encouraging social funds to enter the rural water supply market and increasing the publicity of drinking water protection have certain reference value for improving the level of drinking water safety in the rural areas of Qingzhou City and ensuring the life health and safety of rural residents.
