部队传染病防控工作评价系统的设计与实践

【摘要】:目的建立针对部队常见传染病防控工作的评价系统,直观反映各部队防治传染病工作的优劣,发现其存在的问题,与政策允许的奖罚制度相结合,共同促进传染病防治工作的开展。方法对部队肺结核、乙型肝炎、消化道传染病、急性呼吸道传染病、血液及性传播疾病的防控工作建立评价系统,确定指标及权重,使用秩和比法,对现场采集的多组部队传染病防控工作的评价数据进行计算,分出优劣档次,查出存在问题,并给出纠正措施。结果初步建成部队常见传染病防控工作评价系统,该系统可以对上述5种传染病的防控工作进行综合评价,能现场给部队指出防控工作中存在的问题,并给出解决的方法,既可以横向比较所考核的所有部队,也能对各单个部队进行各年度的纵向比较。该系统架构的组成要素和相互关系能够充分体现德尔菲法所咨询专家的集体智慧。结论该系统为军队常见传染病预防控制工作提供客观评价与分析,简化了工作量,提高了工作效率,使结果一目了然,便于及时发现防控工作中存在的问题,并提供解决问题的方法。
[Abstract]:Objective to establish an evaluation system for the prevention and control of common infectious diseases in the army, to reflect directly the merits and demerits of the prevention and control of infectious diseases, to find out the existing problems, and to combine them with the system of rewards and punishments permitted by the policy.To jointly promote the prevention and control of infectious diseases.Methods an evaluation system was established for the prevention and control of pulmonary tuberculosis, hepatitis B, digestive tract infectious diseases, acute respiratory infectious diseases, blood and sexually transmitted diseases in the army, and the indexes and weights were determined, and the rank sum ratio method was used.The evaluation data of infectious disease prevention and control in troops collected on the spot were calculated, the grades were classified, the existing problems were found out, and the corrective measures were given.Results the evaluation system for the prevention and control of the common infectious diseases in the army was built preliminarily. The system can comprehensively evaluate the prevention and control of the five infectious diseases mentioned above. The system can point out the problems existing in the prevention and control work for the troops on the spot and give the methods to solve them.It is possible to compare all the troops examined horizontally, as well as the individual troops for each year's longitudinal comparison.The components and relationships of the system architecture can fully reflect the collective wisdom of experts consulted by Delphi method.Conclusion the system can provide objective evaluation and analysis for the prevention and control of common infectious diseases in the army, simplify the workload, improve the working efficiency, make the results clear at a glance, and facilitate the timely discovery of the problems existing in the prevention and control work.And provide solutions to the problem.
