重大紧急疫情的特点与应对策略

【摘要】：介绍美国炭疽杆菌扩散事件、传染性非典型肺炎事件、香港禽流感事件、印度肺鼠疫事件 ;分析近年来国内外发生的重大紧急疫情特点 ,结合《突发公共卫生事件应急条例》 ,着重论述了在现阶段出现重大紧急疫情时的应对策略。建立更加高效的应急组织与预警机制 ,提高疫情管理水平 ;建立军队与地方重大紧急疫情沟通渠道 ;建立重大紧急疫情通报制度 ;充分发挥部队基层组织和广大官兵的作用 ;广泛开展健康教育 ,提高广大官兵疾病预防知识水平 ;加强部队管理 ,严防疫情传入部队 ;制定应急预防接种规划 ,有步骤地接种有效疫苗 ;军地协作 ,军民协同 ,充分利用卫生资源 ;立足平时 ,着眼战时 ,加强军事预防医学理论研究。
[Abstract]:This paper introduces the spread of anthrax in the United States, SARS, avian influenza in Hong Kong, and pneumonic plague in India. Based on the analysis of the characteristics of major emergency outbreaks at home and abroad in recent years and the Emergency regulations for Public Health emergencies, this paper emphatically discusses the countermeasures for the emergence of major emergency situations at this stage. To establish more efficient emergency response organization and early warning mechanism to improve the management level of the epidemic situation; to establish communication channels between the army and the local major emergency epidemic situation; to establish the reporting system of the major emergency epidemic situation; To give full play to the role of grass-roots organizations and officers and men in the army; to carry out extensive health education to improve the knowledge level of disease prevention among the officers and soldiers; to strengthen the management of the troops and strictly prevent the epidemic from spreading to the army; We should draw up emergency vaccination plan, vaccinate effectively step by step; cooperate with army and civilian, make full use of health resources; base on peacetime, focus on wartime, strengthen the theoretical research of military preventive medicine.
