军队卫生资源配置机制研究总结

【摘要】:卫生资源配置机制研究是获得科学卫生资源配置标准与方案的基础,也是卫生资源配置研究的重点内容。本研究通过对配置系统效率、配置公平性、需求合理性以及各类资源配置方法研究,针对军队各保障实体的卫生资源配置机制进行研究,通过构建包括数据包络模型(DEA)、成本前沿模型(Frontier)、洛伦兹曲线(Lorenz curve)和基尼系数、马尔柯夫模型、灰色系统预测模型、动态数列分析模型等方法对军队各类保障实体卫生资源(医疗、防疫、保健、药材)以及各类外生性要素资源进行方法与标准研究,研究了军队卫生资源配置复杂系统的定量分析问题,构建军队卫生资源宏观配置框架,建立军队医疗资源系统效率与测算模型,阐明各类卫生资源投入产出机制与规律,为制定军队各类保障实体卫生资源配置标准提供理论依据。
[Abstract]:The study of health resource allocation mechanism is the basis of obtaining scientific health resource allocation standard and scheme, and is also the key content of health resource allocation research. Through the research on the efficiency of allocation system, fairness of allocation, rationality of demand and allocation methods of various kinds of resources, the mechanism of allocation of health resources of military security entities is studied, and the data envelopment model (DEA),) is constructed. Cost Frontier Model (Frontier), Lorentz Curve (Lorenz curve) and Gini coefficient, Markov Model, Grey system Prediction Model, dynamic sequence Analysis Model, etc. In this paper, the quantitative analysis of the complicated system of military health resources allocation was studied, and the macro allocation framework of military health resources was constructed. The efficiency and calculation model of military medical resources system was established, and the mechanism and law of input-output of various kinds of health resources were clarified, which provided the theoretical basis for formulating the standard of allocation of health resources of various kinds of military guarantee entities.
