【摘要】：伴随着清朝苗疆地区政治博弈的力量消长,统治者在苗疆地区构建了一个多元统一的法律规制体系,并呈现出因时而变、因事制宜、因俗而治的特征,对现代社会民族事务的法律规制有所借鉴和启示。
