东亚一体化进程中的日本新安保法影响研究

【摘要】:一体化理论一向是国际关系学者探讨的重点之一,最早开始一体化的是在欧洲,有联邦主义、功能主义、新功能主义、政府间主义等众多理论派别。东亚作为世界经济活跃地区之一,地区经济合作日益紧密,国家之间关系不断发展,一体化进程有所进展,在经贸合作、安全领域合作以及机制建设方面取得一定成就,但一体化进程也存在诸多结构性阻碍因素。作为东亚一体化进程中一个有重要影响力的的国家,日本曾在2009年由时任首相的鸠山由纪夫提出“东亚共同体设想”,到2016年,在安倍政府强力推动下,包括10个修正法和1个新立法的新安保法正式开始实施,提出并重新定义“存亡危机事态”和“重要影响事态”,使把自卫队派遣到海外成为可能,从法律方面保障自卫队行使集体自卫权的权利,明确援助他国甚至武力攻击敌国的条件,强化日美军事一体化,也就是说日本和平宪法第九条被彻底架空,颠覆了战后日本长期坚持的“专守防卫”安保政策。对此,周边的东亚国家表达自己的态度,其中中国和韩国表达了强烈不满,菲律宾明确表示支持和欢迎,其他大多数东南亚国家保持沉默。安倍政府坚决推行新安保法后,加剧东亚地区安全困境,造成东亚地区国家关系紧张,经济合作减缓。未来东亚一体化肯定是一个从经济(自贸区)开始,然后逐步向政治、安全等扩散的过程,以RCEP推动东亚经济一体化发展,构建危机管理机制保障东亚区域安全。本文主要分为四部分,第一部分是理论阐述、概念界定和现状分析,首先就一体化理论按照功能主义、新功能主义的逻辑进行阐述,然后界定“东亚”、“东亚一体化”等相关概念,分析东亚一体化的近况。第二部分是分析新安保法的具体内容有哪些变化,日本对外战略的变化以及东亚国家所持的态度。第三部分是从安全、政治、经济角度分析新安保法案对东亚一体化的冲击和挑战。第四部分从完善RCEP和危机管理的角度提出促进东亚一体化发展的对策。
[Abstract]:The integration theory has always been one of the focal points of the international relations scholars. The first one to start integration in Europe is federalism, functionalism, neo-functionalism, intergovernmentalism and many other theoretical schools. East Asia, as one of the economically active regions in the world, has witnessed increasingly close regional economic cooperation, continuous development of relations between countries, progress in the process of integration, and certain achievements in economic and trade cooperation, cooperation in the field of security, and mechanism building. But there are also many structural obstacles to the process of integration. As an influential country in the process of East Asian integration, Japan put forward the "East Asian Community concept" in 2009 by the then Prime Minister Yukio Hatoyama, and by 2016, under the strong push of Abe's government, The new security law, which includes 10 amendments and 1 new legislation, has been formally implemented, introducing and redefining "existential crises" and "important developments", making it possible to send the SDF overseas, Legally, the right of the Self-Defense Forces to exercise the right to collective self-defence is guaranteed, the conditions for assisting other countries and even attacking the enemy country by force are clearly defined, and the military integration of Japan and the United States is strengthened. In other words, Article 9 of the Japanese Peace Constitution is completely set aside. After the war, Japan's long-held "defensive" security policy. The neighboring East Asian countries expressed their attitude, with China and South Korea expressing strong dissatisfaction, the Philippines explicitly expressing support and welcoming, and most other Southeast Asian countries remaining silent. The Abe government's firm implementation of the new security law has exacerbated security dilemmas in East Asia, causing tensions and slowing economic cooperation in the region. The future East Asian integration is certainly a process from the economic (free trade area), then gradually to the political, security and other proliferation process, with RCEP to promote the development of East Asian economic integration, to build a crisis management mechanism to ensure the regional security of East Asia. This paper is mainly divided into four parts. The first part is the theoretical elaboration, the concept definition and the present situation analysis. Firstly, the integration theory is expounded according to the logic of functionalism and neo-functionalism, and then "East Asia" is defined. This paper analyzes the recent situation of East Asian integration with related concepts such as East Asian Integration. The second part is to analyze the change of the content of the new security law, the change of Japan's foreign strategy and the attitude of East Asian countries. The third part analyzes the impact and challenge of the new security legislation on East Asian integration from the security, political and economic perspectives. The fourth part puts forward the countermeasures to promote the integration of East Asia from the angle of perfecting RCEP and crisis management.
