西藏文化发展的法治保障探析

【摘要】：保护和发展西藏民族文化是保障少数民族文化权益,实现《中国人民共和国宪法》等法律赋予的文化权利的根本要求。文章认为,目前西藏在保护和继承传统文化、发展文化产业、确保文化安全战略的进程中,存在着民族文化权利立法滞后,不能满足文化发展的要求等问题。为此,必须健全文化发展的法律体系,深化文化行政体制改革,提升文化建设法治理念,为西藏文化发展提供有力的法律保障。
[Abstract]:The protection and development of Tibetan national culture is the fundamental requirement for safeguarding the cultural rights and interests of ethnic minorities and realizing the cultural rights conferred by the Constitution of the people's Republic of China and other laws. The paper holds that in the process of protecting and inheriting traditional culture, developing cultural industry and ensuring cultural security in Tibet, there are some problems such as the lag of legislation on national cultural rights, which cannot meet the requirements of cultural development. Therefore, it is necessary to perfect the legal system of cultural development, deepen the reform of cultural administrative system, promote the concept of rule of law in cultural construction, and provide a powerful legal guarantee for the development of Tibetan culture.
