社会治理创新视域下我国法治政府建设研究

【摘要】：当前的中国社会正处于历史发展的关键时期,经济转轨、社会转型,步入了发展的“新常态”。在这样一种态势下,传统的社会治理模式,已经难以适应当今的国际国内形势,无法有效解决社会转型背景下的社会矛盾和社会问题,也制约了经济社会的发展。同时因为政府的社会管理职能难以适应目前的市场经济及社会形势的发展,导致一系列例如看病难、看病贵、就业难、腐败行为严峻、收入差距过大、城乡发展不平衡等问题层出不穷。上述矛盾和问题也极大影响了当前社会的稳定与发展。因而在社会治理的过程中必然要创新,进而建立起创新的社会治理体系,只有这样,才能够实现依法治国的基本国策。党的十大报告明确指出我国治国理政的基本方式即为法治,党的十八届三中、四中全会上也都指出要推进法治中国建设,并作了战略部署,要求各级政府在党的领导下,全面推进依法行政,加快法治政府建设。本文的选题也即是基于当前这样的一个国内大背景下来进行的。本文一共分为五个部分:第一部分是绪论,主要介绍了选题的意义、国内外研究的现状、研究内容、创新和不足之处;第二章主要是对相关的概念进行界定,比如说社会治理、社会治理创新、法治、法治政府、法治政府建设的理论依据等;第三章主要分析了社会治理创新与法治政府建设的关系,主要包括政府在社会治理中的作用、法治政府建设是社会治理创新的必要条件,地方社会治理创新的实践比较及区域差异分析;第四章主要讲述了中国法治政府建设的历程、目标及当前所面临的问题;第五章则主要讲述了建设法治政府的举措及关键环节。
[Abstract]:The current Chinese society is in the key period of historical development, economic transition, social transformation, into the "new normal" of development. In such a situation, the traditional social governance model has been difficult to adapt to the current international and domestic situation, can not effectively solve the social contradictions and social problems in the context of social transformation, but also restricts the economic and social development. At the same time, because the social management function of the government is difficult to adapt to the current market economy and the development of the social situation, it leads to a series of problems, such as difficult to see a doctor, expensive to see a doctor, difficult to obtain employment, severe corruption, and excessive income gap. Urban and rural development imbalance and other problems emerge in endlessly. These contradictions and problems also greatly affected the stability and development of the current society. Therefore, it is necessary to innovate in the process of social governance, and then establish an innovative social governance system. Only in this way, the basic national policy of governing the country by law can be realized. The Ten Ten reports of the Party clearly pointed out that the basic way of governing the country and governing government in our country is the rule of law.All the third and fourth Plenary sessions of the 18th CPC Central Committee pointed out the need to promote the construction of China under the rule of law, and made strategic arrangements to require governments at all levels to work under the leadership of the Party. We will comprehensively promote administration by law and speed up the construction of a government ruled by law. The topic of this paper is based on such a domestic background. This paper is divided into five parts: the first part is the introduction, mainly introduces the significance of the topic, domestic and foreign research status, research content, innovation and deficiencies; the second chapter is mainly to define the relevant concepts, such as social governance, The third chapter analyzes the relationship between the innovation of social governance and the construction of government by law, including the role of government in social governance. The construction of rule of law government is the necessary condition of social governance innovation, the practice comparison and regional difference analysis of local social governance innovation. The fifth chapter mainly describes the construction of government by law measures and key links.
