党领导依法治国的能力建设研究

【摘要】：党作为中国特色社会主义事业的领导核心,党的领导是依法治国的根本保证,是决定法治中国建设成败之关键;加强党对依法治国的领导重在提升党领导依法治国的能力,具体体现在党领导立法、保障执法、支持司法和带头守法的素质能力;新时期,要以改进顶层设计工作中的引导方法为前提,以实现党组织实施方法的法制化、科学化和现代化为关键,以完善党在资源整合中的策略方针为保障,以充分发挥党在法治思维形成中的凝聚感召能力为根本,全面推进依法治国和实现国家治理体系与治理能力的现代化。
[Abstract]:As the core of leadership in the cause of socialism with Chinese characteristics, the leadership of the Party is the fundamental guarantee of governing the country by law and the key to the success or failure of the construction of China under the rule of law. To strengthen the Party's leadership in governing the country according to law is to enhance the Party's ability to lead the country according to law, which is embodied in the Party's leading legislation, ensuring the enforcement of the law, supporting the judiciary and the quality of leading and abiding by the law; In the new period, it is necessary to improve the guiding methods in the top-level design work, to realize the legalization, scientization and modernization of the implementation methods of the Party organizations, and to improve the Party's strategic policies in the integration of resources. Based on giving full play to the Party's condensing and inspiring ability in the formation of the thinking of rule by law, the author comprehensively promotes governing the country according to law and realizing the modernization of the country's governing system and ability.
