立法保障下的美国机构开放获取发展

【摘要】：论文追踪了近期美国联邦政府及州政府颁发的关于机构开放获取的法案及最新发展。从实例中指出美国重视开放获取是对知识平等和公众知识权益的尊重。美国学术和高等教育界已经形成一个非常有利于机构开放获取的环境。从其经验中可以看出,中国的机构开放获取在政策发展方面还有待更加积极的行动。
[Abstract]:The paper tracks recent federal and state laws on open access and recent developments in the United States. It is pointed out from the example that the United States values open access as the respect for the equality of knowledge and the rights and interests of the public. The academic and higher education community in the United States has developed an environment that is very conducive to open access by institutions. From its experience, China's institutional open access policy development needs to be more active.
