深圳市流动人口犯罪治理中的情报信息建设研究

【摘要】： 深圳作为中国最大的“移民”城市,在发生的抢劫、抢夺、杀人、强奸、卖淫、贩毒等恶性刑事案件中,90%以上是流动人口所为。而传统的犯罪治理模式已不能适应流动人口犯罪的新特征。探索和建立新形势下流动人口犯罪治理新方法,预防、控制和打击流动人口违法犯罪,已是公安机关的当务之急。情报信息建设是近年来一种新型的警务模式,以基于知识的情报理论、多元进化理论和环境犯罪学理论为理论基础,能够做到高数量采集外来流动人口信息、高强度应用外来流动人口信息、高难度研判外来流动人口信息,可以真正实现对流动人口违法犯罪的有效防控和精确打击。深圳市公安机关应该坚持以情报信息建设作为流动人口犯罪治理的主导。目前,深圳市流动人口犯罪治理中情报信息建设已经具备了信息资源比较丰富、队伍具有一定的规模、机制已初步建成的现状。但是通过对深圳市已成立情报机构的部门的领导和负责人的走访,以及对深圳某刑事案件高发的辖区派出所民警和辖区居民进行调查问卷分析,运用分析法、比较法、调研法等研究方法,发现深圳市公安机关在情报信息建设上还存在认识不到位、情报信息质量较低、共享性较差、机制不健全、利用模式单一等问题。然后借鉴国内外先进的情报信息建设的经验,提出在深圳市公安机关开展情报信息建设需要树立科学的情报信息理念,遵循客观、准确、全面、及时的原则,配备强有力的专业队伍,搭建集中管理、综合应用、信息研判的平台,建立统一的运行、信息交换、考核和奖惩、培训等机制等总体设想。并在此设想的基础上,阐述情报信息建设能够运用到预测流动人口犯罪趋势、主导各种刑事案件的侦查破案、防范控制流动人口犯罪这三个方面,运用的途径有排查侦查线索、网上串并案件、网上追逃、信息预警防控、信息监控,实施步骤分为情报海量收集、情报专业研判、情报高度共享、情报综合应用四个步骤。通过上述研究,为有效地开展预防、控制和打击流动人口犯罪,为深圳社会稳定和经济发展做出贡献。
