【摘要】：当前，，我国正处在经济转轨、社会转型的特殊时期，国内贫富差距增大、民众民主意识觉醒，同时互联网、移动互联网快速发展。在众多因素的叠加下，涉警网络舆情案事件频发，给公安机关维护国家安全和社会稳定带来了新挑战，同时也给人民群众对党和政府的认同度及和谐社会的构建产生深远的影响。互联网是一种公共产品，网络平台是特殊的公共场所。互联网公共秩序的维护和管理，是现代公共管理工作中极其重要的组成部分。在网络舆情的治理中，公安机关相应地承担着涉警网络舆情的治理工作。因此，治理好涉警网络舆情公安机关责无旁贷，同时党和政府也开始对公安机关治理涉警网络舆情工作提出了更高的要求。目前，我国涉警网络舆情治理无常设组织机构，治理主体存在着极大的交叉性和不明确性，且在处置网络舆情时缺乏先进的科学技术及有效的应对方法，致使网民对抗情绪上升、事态进一步恶化，造成了政府公信力丧失、公安机关话语权丢失及社会治安管理难度加大等负面影响。如何建立实高效、系统的涉警网络舆情工作机制已成为当前公安工作亟须思考和解决的一个现实问题。现阶段，我国学界对网络舆情的研究颇多，涵盖了网络群体性事件、网络舆情相关技术、网络舆情监控及引导等方面，不过鲜有对涉警网络舆情方面的研究，致使公安机关在舆情引导及处置过程中没有理论指导、无操作规范可循。为弥补公安机关治理涉警网络舆情方面的理论缺失及不足，本文拟从理论和实践上来探索互联网时代公安机关如何防范和处置涉警网络舆情，希望能为警务工作提供理论依据和系统框架。本文运用公共管理学等基本原理与方法，对涉警网络舆情进行了初步的分析和研究。首先，重点介绍舆情、网络舆情、涉警网络舆情的概念，以及善治的理论观点，进而详尽阐述了涉警网络舆情的特点、高发的原因。其次，分析了涉警网络舆情对公安工作的影响及治理涉警网络舆情的意义。再次，深刻剖析了现阶段我国涉警网络舆情治理存在的问题。最后用善治理论来分析具体的涉警网络舆情案例，得出涉警网络舆情的治理原则，即公安机关和涉警网络舆情主体二者共同合作、共同参与治理，最终实现警民双赢的局面。在此基础上，对照分析我国目前现阶段涉警网络舆情治理的不足和弊端，从政府相关部门、公安机关及网民层面三方面，提出了适合我国国情的涉警网络舆情治理机制的构建方法。
