面向和谐社会建设的群体性事件处置对策研究

【摘要】：随着我国改革开放的逐步深化和经济利益格局的不断调整,我国正处于并将长期处于人民内部矛盾凸显、刑事犯罪高发、对敌斗争复杂的时期。特别是近年来,由人民内部矛盾引发的不安定因素和群体性事件频发,已成为影响社会稳定的最突出问题之一。本文紧紧围绕全面构建社会主义和谐社会的目标任务,从阐述社会稳定的内涵谈起,深刻论述了维护社会稳定对构建社会主义和谐社会的重要意义,深入分析了当前我国社会转型期面临的维稳形势,通过研究比较国内外群体性事件的研究理论和处置方法,深入探讨在当前我国经济体制深刻变革、社会结构深刻变动、利益格局深刻调整、思想观念深刻变化的大背景下,如何分析把握当前我国群体性事件发生发展的趋势和规律特点,并以近年来有关省市发生的群体性事件为例,根据其主要表现形式,科学阐述群体性事件的引发原因,有针对性地提出对策建议,指出各级公安机关要充分发挥党委、政府的参谋助手作用,通过建立社会安全与稳定预警等级模型和突发事件预警管理体系、健全网络舆情预警机制、完善化解人民内部矛盾纠纷长效机制等方法,将预防和处置群体性事件工作逐步纳入科学化、规范化和法制化轨道,以期为党政部门有效解决当前这一长期困扰和影响社会稳定的突出问题提供借鉴和帮助,为构建平安和谐社会贡献力量。
[Abstract]:With the gradual deepening of China's reform and opening up and the constant adjustment of the pattern of economic interests, China is in and will be in a period of prominent contradictions among the people, high incidence of criminal crimes, and complicated struggle against the enemy. Especially in recent years, the frequent occurrence of unstable factors and mass events caused by contradictions among the people has become one of the most prominent problems affecting social stability. Focusing on the objective task of building a harmonious socialist society in an all-round way, this paper discusses the significance of maintaining social stability to the construction of a harmonious socialist society, starting from the elaboration of the connotation of social stability. This paper deeply analyzes the situation of maintaining stability in the period of social transformation in our country. By studying and comparing the theories and methods of dealing with group events at home and abroad, the paper probes into the profound changes in the economic system and social structure in our country at present. Under the background of profound adjustment of the pattern of interests and profound changes in ideology, how to analyze and grasp the trend and characteristics of the occurrence and development of mass events in China, and take the group events in the provinces and cities concerned in recent years as an example, According to its main manifestations, the causes of mass incidents are scientifically expounded, countermeasures and suggestions are put forward, and it is pointed out that public security organs at all levels should give full play to the role of the Party committees and governments as advisers and assistants. Through the establishment of the social security and stability early warning level model and the emergency warning management system, the improvement of the network public opinion early warning mechanism, and the improvement of the long-term mechanism for resolving contradictions and disputes among the people, The work of preventing and dealing with mass incidents should be gradually brought into the orbit of science, standardization and legalization, in order to provide reference and help for the party and government departments to effectively solve this outstanding problem, which has long troubled and affected social stability.
