信息时代警察媒介素养教育研究

【摘要】:现代社会是一个媒介主导信息的社会。信息时代,媒介成为人们获取知识的重要途径,成为了与学校并驾齐驱的“第二课堂”。警察作为公务员队伍的重要组成部分,也生活在传播媒介高度发达的现代社会,每天都要接触不同的媒介,从中获取各种资讯、信息。可以说,媒介已经改变了警察的生活方式、工作方式和思维方式。警察在利用媒介获取信息充实、发展自己的同时,也不可避免地要受到各种负面信息的冲击。在这种情况下,他们只有通过提高自身的媒介素养来从容面对。此外,当前的网络犯罪、智能犯罪、高科技犯罪给公安工作提出了严峻的挑战,为了更好地完成保一方平安的重任,警察就必须对媒介的本质、媒介的作用、媒介对受众的影响、媒介对犯罪的影响等问题有清醒地认识。良好的媒介素养不仅有助于警察提高正确使用媒介和抵御不良影响的能力,而且也有助于警察树立正确的世界观、价值观和现代传播观念,实现个人的全面发展。鉴于警察自身发展和公安工作的需要,提高警察媒介素养水平势在必行,而提高警察媒介素养水平的重要途径便是通过教育。因此,对警察媒介素养教育的研究显得尤为重要。 本文运用传播学、管理学等学科的理论概念和学术成果,旨在通过理论分析、规范研究和间接经验借鉴等方法,对警察媒介素养教育进行尝试性研究,以期对公安机关开展警察媒介素养教育工作能有些裨益。 本文由引言、正文、结论等几部分构成。 引言部分主要探讨了当前信息时代警察媒介素养教育的研究意义、国内外研究现状、研究思路与研究方法、研究的难点与创新之处。 正文包括四部分。第一部分主要对警察媒介素养教育的内涵等基本问题进行了理论分析,并对警察媒介素养教育的内容从警察媒介素养通识教育和不同层级的警察媒介素养教育两个方面进行了设计;进而总结出警察媒介素养具有传递、提高和服务三项功能;最后,结合公安工作实际情况,明确了警察媒介素养教育应具备目标性原则、整体性原则、效益性原则、统一性和多样性相结合原则。第二部分从信息社会发展、数字化警务、警察素质提升等三个方面论证了媒介对警察的影响力日益加剧,提高警察媒介素养已是势在必行。第三部分对警察媒介素养的现状进行了剖析,指出当前警察媒介素养在媒介意识、媒介品质、媒介信息获取能力、信息传播能力及媒介思辨与批判能力方面还很欠缺,其原因主要在于警察自身素质不高和媒介素养教育的缺失。第四部分文章从“领导重视”、“建立培训体系”、“发挥警察主体能动性”、“充分利用社会资源”四个角度构建了警察媒介素养教育的实施路径。 结论部分在总结全文的基础上,进一步指出,公安机关必须将提高警察媒介素养水平提上议事日程,采取科学有效的措施,在信息社会条件下有效开展与警察自身发展和公安工作相适应的媒介素养教育。
[Abstract]:The modern society is a society dominated by the media. In the information age, the media has become an important way for people to acquire knowledge. It has become the "second classroom" with the school. As an important part of the civil service, the police are also living in the modern society with highly developed media. It can be said that the media has changed the way of life, the way of work and the way of thinking. As the police use the media to gain information and develop themselves, they are inevitably affected by a variety of negative information. In this case, they can only improve their media literacy by improving their media literacy. In addition, the current network crime, intelligent crime, high tech crime put forward a severe challenge to the public security work. In order to better complete the security of the one party, the police must have a clear understanding of the essence of the media, the role of the media, the influence of the media on the audience, the influence of the media on the crime and so on. It not only helps the police to improve the ability to use the media correctly and to resist the adverse effects, but also helps the police to set up a correct world outlook, values and modern concept of communication to achieve the overall development of the individual. In view of the need of police development and public security work, it is imperative to improve the level of police media literacy and improve police media. The important way of literacy level is through education. Therefore, the research on police media literacy education is particularly important.
This paper uses the theoretical concepts and academic achievements of science of communication, management and other subjects. It aims to make a tentative study on police media literacy education through theoretical analysis, normative research and indirect experience reference, in order to benefit the public security organs to carry out police media literacy education.
This article is composed of the introduction, the text, the conclusion and so on.
The introduction part mainly discusses the significance of the research on police media literacy education in the information age, the research status at home and abroad, the research ideas and methods, the difficulties and innovation of the research.
The text includes four parts. The first part is mainly about the theoretical analysis of the connotation of police media literacy education, and the contents of police media literacy education from two aspects of the general education of police media literacy and the different levels of police media literacy education; and then conclude that the police media literacy has a transmission. Delivery, improvement and service are three functions. Finally, according to the actual situation of the public security work, it is clear that the police media literacy education should have the principle of goal, the principle of integrity, the principle of benefit, the combination of unity and diversity. The second part demonstrates the media from the three aspects of the development of the information society, the digital policing, the improvement of the police quality and so on. The influence of the police is becoming more and more important, and it is imperative to improve the media literacy of the police. The third part analyses the status of the police media literacy, and points out that the current police media literacy is still short of the media awareness, media quality, media information acquisition, information communication ability and media speculation and critical ability. The fourth part of the article has constructed the implementation path of police media literacy education from the four angles of "leading attention", "establishing training system", "giving full play to the initiative of the police" and "making full use of social resources".
On the basis of summarizing the full text, the conclusion further points out that the public security organs must raise the level of police media literacy on the agenda and take scientific and effective measures to effectively carry out media education in accordance with the police's own development and public security work under the conditions of information society.
