关于构建我国国家安全战略的思考

【摘要】：当前影响国家安全的问题和因素很多,就国际形势而言,我国与西方大国之间的结构性矛盾突出,所面临的安全环境日趋复杂;从国内情况看,社会变革在给我国发展带来强大发展动力和巨大活力的同时,也相应地引发了一系列社会矛盾和问题。传统安全问题和非传统安全问题相互交织,传统安全威胁依然重要,但非传统安全威胁更加突出。中国必须适应国家安全形势的变化,确立适应全球化时代的国家安全观,构建相应的国家安全战略,立足维护国家安全工作实际,在强化自主安全的基础上积极开展国际安全合作,积极防范传统安全威胁,有效应对非传统安全问题的挑战,同时注意避免安全"泛化"倾向,切实维护我国的国家安全。
[Abstract]:At present, there are many problems and factors affecting national security. As far as the international situation is concerned, the structural contradictions between China and the western powers are prominent, and the security environment is becoming more and more complex. From the domestic point of view, social change not only brings strong development power and great vitality to the development of our country, but also causes a series of social contradictions and problems accordingly. Traditional security problems and non-traditional security issues are intertwined, traditional security threats are still important, but non-traditional security threats are more prominent. China must adapt to the changes in the national security situation, establish the concept of national security adapted to the era of globalization, construct the corresponding national security strategy, and be based on the reality of safeguarding national security. On the basis of strengthening independent security, we should actively carry out international security cooperation, actively guard against traditional security threats, effectively meet the challenges of non-traditional security problems, and at the same time pay attention to avoiding the tendency of "generalization" of security and earnestly safeguarding the national security of our country.
