面向法院系统的全面绩效管理信息系统的设计

【摘要】:人民法院第三个五年改革纲要(2009-2013)中提到要改革和完善人民法院接受外部制约与监督机制。完善法官行为规范。完善人民法院反腐侣廉长效工作机制。完善人民法院人事管理制度和机构设置。改革和完善人民法院队伍管理制度。法院绩效管理体系变革已经成为当前法院急待解决的新课题。本文针对当前法院考核发展过程中存在的诸多问题,针对XX法院需要解决的考核问题,设计了科学,完善的考评方案。 本方案重点围绕法院系统深入贯彻落实改革纲要,借助互联网、3G网等新一代信息技术,建设法院绩效管理与综合考核评价体系,使之成为抓好基层队伍建设、完善考评激励机制、推进管理机制创新的助推器和突破口,确保基层干警执行力和战斗力的提升。同时借助信息化技术搭建全而绩效管理信息系统,满足了绩效管理的简便性、易用性、稳定性和可扩展性。 系统在实施后,形成了目标制定、考核实施、绩效辅导、结果应用(分析反馈、奖惩兑现、绩效改进)等闭环管理。将部门、干警的绩效改进、干警的职位晋升、检察官职业化和队伍管理科学化有机结合。在XX法院的顺利实施,为下一步推广奠定了基础。

In this paper, in view of the current problems in the development process of the court examination, according to the evaluation of XX court needs to solve, design scientific, perfect appraisal system.
This program focuses on the court system to further implement the reform program, with the help of the Internet, 3G network and other new generation of information technology, the construction of performance management and comprehensive appraisal system, make it become the grass-roots team building, improve the incentive mechanism, promote the innovation and breakthrough of booster management mechanism, ensure the implementation of force and combat effectiveness of grassroots police officers the promotion. At the same time to build the whole performance management information system by using information technology, to meet the simple performance management, usability, stability and scalability.
In the system implementation, the formation of goal setting, appraisal implementation, performance counseling, application results (analysis of feedback, rewards and punishments, performance improvement etc.). The closed-loop management departments, police officers and police officers in the performance improvement, job promotion, prosecutors occupation and scientific management team combination.
