【摘要】:本文主要研究了吉林省监狱企业人力资源的绩效管理体系的实施与完善。人力资源管理的核心是绩效管理,绩效管理已渐渐成为帮助组织赢得竞争优势的利器,最优秀的组织无一例外的极为重视绩效管理,建立一套行之有效的人力资源绩效管理系统,通过绩效管理来强化组织各层次的执行力,对推动组织发展、提高组织绩效、进而实现组织的目标和整体战略至关重要。本文主要通过对绩效、绩效管理和人力资源管理等的相关理论研究和发展现状的阐述,介绍了绩效的概念和主要内容,绩效管理的相关概念和主要内容,绩效考核的基本方法,探讨了绩效管理的实施整个过程,包括绩效实施的前提条件、绩效计划、绩效执行、绩效评价、绩效反馈以及绩效计划的更新和重新修订,并对目前政府部门人力资源管理的含义、主要内容和基本特点进行了分析。介绍了我国监狱体制改革后,我国监狱及监狱企业的结构现状,分析了我国监狱企业的基本特点和监狱企业的功能定位。介绍了监狱体制改革实施后,吉林省监狱系统及监狱企业的概况,吉林省监狱企业的组织结构以及吉林省监狱企业的现行人力资源绩效管理制度。以吉林省监狱企业的从监狱体制改革实施至今的发展现状为例,客观分析了监狱企业人力资源绩效管理的特点,对监狱体制改革后,吉林省监狱企业绩效管理的实施中,针对关于监狱企业战略目标制定与明确、监狱企业岗位设定的合理性、监狱企业绩效考评方法的全面性和监狱企业绩效信息的反馈与沟通等几个方面存在的不足,提出了完善和优化吉林省监狱企业人力资源绩效管理的对策。本文尝试从一个全新的角度来审视监狱企业人力资源绩效管理当今存在的问题与不足,通过明确监狱企业的战略目标来保持整体目标的一致性;通过完善组织体系、明确职位描述分析来进行人力资源的规划与开发;通过对现行人力资源绩效管理体系增加对绩效多维度的考察与分析,以及引入360度评价方法,来完善并建立更全面的绩效评估和绩效信息的提供;通过尝试建立适应监狱企业特殊运行机制的完善的组织结构,激励和激发监狱企业中工作人员的积极性;通过建立良好的沟通机制和绩效反馈制度来加强不断的监狱企业系统化的沟通和持续不断的交流。本文试图通过研究并提出吉林省监狱企业人力资源绩效管理的完善对策,来对吉林省监狱企业人力资源绩效管理体系进行优化,以实现监狱企业管理者整体素质的提升,从而使监狱企业人力资源得到更好的开发,为实现监狱企业的改造职能和经济职能奠定坚实的人力资源基础。
[Abstract]:This paper mainly studies the implementation and improvement of prison enterprises in Jilin province human resources performance management system. Human resource management is the core of performance management, performance management has gradually become a tool to help organizations gain competitive advantage, the best organizations all attach great importance to performance management, establish a set of effective performance management system for human resources. To strengthen all levels of the organization through the execution of performance management, to promote the development of the organization, improve organizational performance, which is very important to realize the goals and overall organizational strategy. This paper focuses on the performance, performance management and human resources management and other related theoretical research and development status quo, and introduces the main content of the concept of performance, and the main contents related to the concept of performance management, performance assessment methods, discusses how to implement the performance management of the entire process, including performance The prerequisite, implementation of performance planning, performance implementation, performance evaluation, performance feedback and performance plan updated and revised, and the current government human resource management meaning, main content and basic characteristics are analyzed. This paper introduces China's prison system reform, structure of the status quo of prisons and prison enterprises in China analysis of the basic characteristics, function orientation and prison enterprise prison enterprises in China. The implementation of the prison system reform of the prison system in Jilin Province, and the prison enterprise, the human resources performance management system of Jilin provincial prison enterprise organization and prison enterprises in Jilin province. The prison enterprises in Jilin province from prison since the implementation of reform development as an example, the thesis analyses the characteristics of human resources performance management of prison enterprises, prison reform, prison enterprises in Jilin province performance management The implementation, on the prison enterprise strategic objectives and clear the rationality of the job set of prison enterprises, lack of feedback and communication and other aspects of performance appraisal methods of prison enterprise comprehensive and prison enterprise performance information, and puts forward some countermeasures to improve and optimize the human resources performance management of prison enterprises in Jilin province. This paper attempts to from a new perspective of the prison enterprise human resources performance management of the existing problems and shortcomings, to maintain the overall consistency of goals through clear strategic goals of prison enterprises; through perfecting organization system, planning and development of a clear job description analysis for human resources; by increasing the observation and analysis of the performance of multi dimension the current human resources management system, and introducing a 360 degree evaluation method, to improve and establish a more comprehensive performance evaluation and performance. The information provided by; try to establish a sound organizational structure to adapt to the special operating mechanism of prison enterprises, motivation and enthusiasm of the staff in the excitation of prison enterprises; establish good communication mechanism and performance feedback system to continuously strengthen the prison enterprise systematic communication and continuous communication. This paper attempts to study and put forward the perfect human resource performance management of prison enterprises in Jilin Province, the human resources performance management system of prison enterprises in Jilin province are optimized to achieve the overall quality of the prison enterprise management promotion, so that the prison enterprise human resources to get better development, lay a solid foundation of human resources for the realization of the transformation function and the economical function of prison enterprises.
