监狱应急管理对策研究初探

【摘要】：加强监狱应急管理对策的科学化、专业化、规范化水平,研究并不断应用于我国监狱管理实践,是科学推进监狱突发事件应急管理、确保监狱长治久安的必由之路。本文以我国监狱应急管理对策研究为出发点,结合当前监狱工作特点及面临的国际国内形势,联系监狱工作实际,将相关理念及方法创造性的与当前监狱应急管理工作有机结合,并运用于监狱应急管理对策实践中。文章提出了以下主要观点：一是厘清了监狱应急管理对策的概念定位。即监狱突发事件应急管理事前、事中和事后整个过程中哪些人参与、需要调动哪些资源、通过哪些方式、采取哪些措施等的统称。二是从国内外现有应急管理对策中得出了四条启示与借鉴。即普及应对经验,增强人员应急观念；完善突发事件应急管理法律体系；建立运转协调、多方协作的应急管理机构体系；构建监狱应急管理的社会联动机制。三是从我国监狱突发事件的案例分析研究中总结出了应急管理对策的改进意见。即“防患于未然”；构建常设性决策机构；完善大资源战略。最后提出了完善我国监狱应急管理对策的建议。即提高人员应急意识；完善组织体系；加强应急预警机制；实现信息、资源共享；健全应急监督体系；重视评估与秩序恢复。当然,本文提出了一些思路和建议,在看待目前现状方面难免存有偏颇之处,对策建议有待于进一步完善提高。
[Abstract]:Strengthening the scientific, professional and standardized level of prison emergency management, studying and continuously applying it to the prison management practice in our country is the only way to advance the prison emergency management scientifically and ensure the long-term stability of the prison.Based on the study of the countermeasures of China's prison emergency management, this paper combines the characteristics of the current prison work and the international and domestic situation, connecting with the practice of the prison work.The related concepts and methods are creatively combined with the current prison emergency management, and applied to the practice of prison emergency management countermeasures.The paper puts forward the following main points:The first is to clarify the concept of prison emergency management strategy positioning.That is, prison emergency management in advance, in the course of the whole process and who participate in, need to mobilize what resources, through what means, what measures to be taken and so on.The second is from the existing emergency management at home and abroad to draw four enlightenment and reference.That is, popularizing the experience of coping, strengthening the concept of emergency response; perfecting the legal system of emergency management of emergencies; establishing a coordinated and coordinated emergency management system; constructing the social linkage mechanism of prison emergency management.The third is to summarize the countermeasures of emergency management from the case study of prison emergencies in China.That is, "preventing trouble before it happens"; constructing permanent decision-making organization; perfecting the strategy of large-scale resources.Finally, some suggestions are put forward to improve the emergency management of prisons in China.That is, to improve personnel emergency awareness; to improve the organizational system; to strengthen the emergency warning mechanism; to achieve information and resource sharing; to improve the emergency supervision system; to attach importance to evaluation and order recovery.Of course, this paper puts forward some ideas and suggestions, it is inevitable that there are some bias in the present situation, and the countermeasures and suggestions need to be further improved.
