中俄(苏)松黑航权问题研究

【摘要】:十九世纪中叶以来,沙俄觊觎松黑龙江航权,大规模武装入侵黑龙江,并通过《瑷珲条约》、《北京条约》等不平等条约侵吞中国大片领土,将黑龙江变为中俄两国界河。沙俄还借修建中东铁路之际入侵中国内河松花江,非法成立航运公司,攫取松黑两江航权,垄断松黑两江航运。晚清民国时期,中国政府为收复松黑航权与俄国政府展开谈判。中俄松黑航权交涉在中俄关系史中占有重要地位,本文主要通过阐述沙俄攫取松黑航权的背景、经过及影响,,以及松黑两江民族航运发展,在此基础上对航权交涉过程进行客观分析,总结经验教训,以期对当代航运发展有所启示。
[Abstract]:Since the middle of 19th century, Russia has coveted the navigational rights of the Song and Heilongjiang River, invaded Heilongjiang on a large scale by armed forces, and embezzled large areas of Chinese territory through unequal treaties such as the Aihui Treaty and the Beijing Treaty. Turning the Heilongjiang River into a border river between China and Russia. Russia also invaded the Songhua River of China's inland river on the occasion of the construction of a Middle East railway, set up a shipping company illegally, seized the navigation rights of the two rivers, and monopolized the shipping of the two rivers. During the period of the late Qing and the Republic of China, The Chinese government has started negotiations with the Russian government in order to recover the Pine Black Navigation right. The negotiation of the Sino-Russian Black Navigation right plays an important role in the history of Sino-Russian relations. This article mainly discusses the background, the process and the influence of the Czarist Russia in seizing the Pine Black Navigation right. On the basis of the development of national shipping in Songhuangliangjiang, the paper makes an objective analysis on the negotiation process of shipping rights and sums up the experience and lessons in order to enlighten the development of modern shipping.
