“制海权”概念流变探析

【摘要】：十八大报告指出,我国应"提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益,建设海洋强国"。如何建设海洋强国,是一个重大的现实问题。当前,对于海洋强国建设既无具体指标,也无统一规范海洋强国的定义或概念,对于海洋强国建设的探讨,也因此而显得格外丰富和多角度。但是,也正是因为这种丰富和多角度,才能让我们在探索中逐渐找到清晰的进路。在本期专题中,我们对于邓小平的海洋战略思想进行了研究,并认为海洋战略是邓小平改革开放战略的重要组成部分,邓小平海洋战略的实施,为中国实现了巨大的发展利益和安全利益。同时,我们对于新时期我国海洋智库建设面临的问题和发展途径进行了研究。另外,对于"制海权"含义的重新解读,可丰富我们对于海洋权益维护的理解。
[Abstract]:The report of the 18th National Congress of the National people's Congress pointed out that China should "improve the ability to develop marine resources, develop marine economy, protect the marine ecological environment, resolutely safeguard national marine rights and interests, and build a strong marine power." How to build a strong sea power, is a major practical problem. At present, there is neither specific index nor unified definition or concept for the construction of marine power. Therefore, the discussion on the construction of ocean power is especially rich and multi-angle. However, it is because of this rich and multi-angle that we can gradually find a clear path in the exploration. In this issue, we have studied Deng Xiaoping's thinking on ocean strategy, and we believe that ocean strategy is an important part of Deng Xiaoping's strategy of reform and opening up, and the implementation of Deng Xiaoping's ocean strategy. For China to achieve huge development interests and security interests. At the same time, we study the problems and development ways of marine think tank construction in China in the new period. In addition, the reinterpretation of the meaning of "sea power" can enrich our understanding of marine rights and interests.
