【摘要】：中国-东盟自贸区的建立和发展,为区域内各成员国的经济、金融发展提供了广阔的合作平台,随着区域内各个国家在金融合作领域的不断扩展与合作层次的不断深化,整个区域将呈现出一片欣欣向荣的良好发展态势。然而,东南亚各国并未忘记过去的经济危机给本国经济发展带来的重创,各个成员国在吸取金融危机的惨痛教训后逐步意识到区域金融监管合作的重要性。由于中国-东盟自贸区成立的时间不久,各个成员国的经济发展水平又相差悬殊,因此自贸区内尚未形成一系列完整的金融监管合作机制。为了推动自贸区的稳健发展,建立与完善中国-东盟自贸区的金融监管合作机制具有一定的理论和实践意义。中国-东盟自贸区金融监管合作机制的建立不仅有利于确保区域内金融市场的稳定与安全,避免东南亚危机的再次爆发,而且对于我国金融监管制度建设与完善具有重要推动作用。除了引言和结语外,本文共由四章组成。第一章在介绍金融监管基础理论的基础上,分别从必要性与可行性两个方面说明了中国-东盟自贸区金融监管合作的重要性;第二章在中国-东盟自贸区框架下,讨论了成员方金融当局之间的监管合作以及银行间的监管合作现状,并指出目前所存在的问题;第三章通过分析和评价欧盟和巴塞尔委员会关于金融监管合作经验,为完善中国-东盟自贸区金融监管合作体系提供经验借鉴;第四章针对中国-东盟自贸区金融监管合作方面存在的问题提出相应的解决对策,并提出了完善我国金融监管的一些具体建议。
[Abstract]:The establishment and development of the China-ASEAN Free Trade area has provided a broad platform for the economic and financial development of the member countries of the region. With the continuous expansion and deepening of the level of cooperation among the countries in the region in the field of financial cooperation, The whole region will show a good development trend of prosperity. However, the Southeast Asian countries have not forgotten the heavy impact of the past economic crisis on their own economic development, and each member country has gradually realized the importance of regional financial regulatory cooperation after learning from the bitter lessons of the financial crisis. Since the establishment of China-ASEAN Free Trade area (FTA) is not long, the level of economic development of each member country is very different, so the FTAA has not yet formed a series of complete financial supervision and cooperation mechanism. In order to promote the steady development of free trade area, it is of theoretical and practical significance to establish and perfect the financial supervision cooperation mechanism of China-ASEAN free trade area. The establishment of a financial regulatory cooperation mechanism in the China-ASEAN Free Trade area is not only conducive to ensuring the stability and security of the financial market in the region, but also to avoiding the recurrence of the crisis in Southeast Asia. Moreover, it plays an important role in promoting the construction and perfection of financial supervision system in China. In addition to the introduction and conclusion, this paper consists of four chapters. On the basis of introducing the basic theory of financial supervision, the first chapter explains the importance of China-ASEAN free trade area financial supervision cooperation from two aspects of necessity and feasibility, the second chapter is under the framework of China-ASEAN free trade area. This paper discusses the current situation of regulatory cooperation among member financial authorities and between banks, and points out the existing problems. Chapter three analyzes and evaluates the experiences of the European Union and the Basel Committee on financial regulatory cooperation. In order to perfect the financial supervision cooperation system of China-ASEAN Free Trade area, the fourth chapter puts forward the corresponding solutions to the problems existing in the financial supervision cooperation of China-ASEAN Free Trade area. And put forward some concrete suggestions to perfect our country's financial supervision.
