【摘要】：欧洲联盟作为目前世界上一体化程度最高的区域性组织之一,它的国际政治与经济地位得到了越来越多的肯定,其所具有的法律体系也是特色鲜明。五十多年以来,欧盟法律区域化的发展在不断的促进欧洲联盟经济不断发展的同时,给世界也提供了新的研究领域。从统一关税同盟到单一市场的对外贸易法律制度的实施是欧洲共同体一体化的显著成绩,通过《欧洲联盟条约》为从共同市场到经济货币的法律制度阶段提供了法律基础,欧盟法律的区域化给经济全球化的带来了新的启示。在经济全球化的背景下,不同国家和地区之间存在的法律冲突阻碍了经济的发展。正是从这个层面出发,法律区域化研究成了解决问题的关键,通过法律区域化的发展来实现经济全球化发展的推动。在这种背景下,有必要加强对欧盟法律区域化问题的研究与分析。本文从欧盟法律区域化历程与欧盟法律的演变这两个基本点出发,在对欧盟法律区域化的主要内容与法律区域化面临的问题进行细致分析的基础上,阐述了对欧盟法律区域化的看法,具体内容包括：社会阻力的克服；法律困境的处理；法律人才的解决途径等等。本文以欧盟法律区域化为例所进行的法律区域化问题研究,对经济全球背景下的法律区域化发展有一定的理论意义和实践意义。
[Abstract]:As one of the most integrated regional organizations in the world at present, the European Union's international political and economic status has been more and more affirmed, and its legal system is also distinctive. For more than 50 years, the development of legal regionalization of the European Union has not only promoted the development of the European Union economy, but also provided a new research field for the world. The implementation of the foreign trade legal system from the unified customs union to the single market is a remarkable achievement of the integration of the European Community. Through the Treaty of the European Union, it provides a legal basis for the legal system from the common market to the economic currency. The regionalization of EU law brings new enlightenment to economic globalization. Under the background of economic globalization, the conflict of laws between different countries and regions hinders the development of economy. It is from this level that the research of legal regionalization becomes the key to solve the problem, and the development of legal regionalization can promote the development of economic globalization. In this context, it is necessary to strengthen the research and analysis of EU legal regionalization. Starting from the two basic points of the course of EU legal regionalization and the evolution of EU law, this paper makes a detailed analysis of the main contents of EU legal regionalization and the problems faced by legal regionalization. This paper expounds the views on the regionalization of EU law, including the overcoming of the social resistance, the treatment of the legal dilemma, the ways of solving the legal talents and so on. This article takes the EU legal regionalization as an example to study the legal regionalization, which has certain theoretical and practical significance for the development of the legal regionalization under the global economic background.
