高校后勤用工制度改革策略初探

【摘要】：正用工制度改革一直是高校后勤社会化改革的重要内容之一。目前高校后勤用工过程中的不规范和不合法、用工方式混乱、劳动关系不平等、管理水平和效率低下等现象普遍存在,用工制度改革所对应的关键性问题并没有得到根本上的解决…。随着《劳动合同法》、《社会保险法》等法律的相继颁布施行,一方面为维护和保障劳动者权益提供了法律依据,另一方面使高校后勤用工成本和用工风险大幅提升,已成为倒逼高校加快推进后勤社会化改革步伐的重要因素。如何依法推进高校后勤用工制度改革,值得深入探索。
[Abstract]:The reform of employment system has always been one of the important contents of logistics socialization in colleges and universities. At present, there are many phenomena in the process of logistics employment in colleges and universities, such as irregular and illegal, chaotic employment methods, unequal labor relations, low management level and efficiency, and so on. The key problems corresponding to the reform of the employment system have not been fundamentally solved. . With the promulgation and implementation of Labor contract Law and Social Security Law, on the one hand, it provides a legal basis for safeguarding and protecting the rights and interests of workers, on the other hand, it greatly increases the cost and risk of rear service employment in colleges and universities, which has become an important factor for colleges and universities to speed up the reform of logistics socialization. How to promote the reform of logistics employment system in colleges and universities in accordance with the law is worthy of further exploration.
