社会主义质量观与产品质量行政执法问题研究

【摘要】：一直以来,中国共产党就十分重视产品质量问题,十分关注社会主义质量观发展与产品质量行政执法实践,并且形成了富有中国特色的社会主义质量观。近年来,随着中国特色社会主义思想理论体系的不断发展完善,一系列关于产品质量思想的路线、方针、政策充实到社会主义产品质量思想体系之中来,并且也在充实与发展着社会主义质量观。然而,目前我国的整体产品质量水平有待于进一步提升,产品质量事件也时有发生。产品质量问题的出现,显然是多种因素和变量所致,但行政执法过程中存在的问题不容忽视,比如职责不清,效率不高,执行不到位,力度不大的现象。作为产品质量安全的重要屏障,行政执法过程中能否依法执法、高效执法、廉洁执法极为关键。故而,本课题研究具有重要理论价值和实践意义。质量管理是一个系统化的管理流程,而产品质量问题的出现也绝非是一个偶然现象,往往是多种因素和变量所致,其中质量立法、质量过程控制、质量行政执法等多个方面。但行政执法过程中存在的问题不容忽视,比如职责不清、效率不高、执行不到位、力度不大的现象。作为产品质量安全的重要屏障,行政执法过程中能否依法执法、高效执法、廉洁执法极为关键。基于此,本文以产品质量行政执法问题研究的视角切入进行重点研究。在本文的研究过程中,笔者将会系统地对于中国共产党在长期发展历程中关于产品质量行政执法方面的相关思想、路线、方针和政策进行系统地分析与梳理,从而实现对于社会主义质量观和产品质量行政执法问题的基本认知。与此同时,对于社会主义质量观在社会主义市场经济中的应用与实践进行进一步地分析与总结,进而以社会主义产品质量行政执法作为研究的切入点,对于行政执法过程中存在的一些问题与不足进行系统化地分析,从而使得课题研究上升到社会主义质量观指导实践的层面,为我国社会主义质量思想与实践的发展打下坚实的基础。
[Abstract]:The Communist Party of China has always attached great importance to the issue of product quality, paid great attention to the development of socialist quality concept and the practice of administrative law enforcement on product quality, and has formed a socialist quality view with Chinese characteristics. With the continuous development and improvement of the ideological and theoretical system of socialism with Chinese characteristics, a series of lines, principles and policies concerning the thought of product quality have been enriched into the ideological system of socialist product quality. And it is also enriching and developing the socialist quality view. However, at present, the overall product quality level of our country needs to be further improved, and product quality events also occur from time to time. Obviously, it is caused by many factors and variables, but the problems existing in the process of administrative law enforcement should not be ignored, such as the phenomenon of unclear responsibilities, low efficiency, inadequate execution, and low intensity. As an important barrier of product quality and safety, In the process of administrative law enforcement, it is very important to enforce the law according to law, to enforce the law efficiently and to enforce the law cleanly. Therefore, the study of this subject has important theoretical value and practical significance. Quality management is a systematic management process. And the emergence of product quality problems is by no means an accidental phenomenon. It is often caused by a variety of factors and variables, including quality legislation, quality process control, Quality administrative law enforcement and other aspects. However, the problems existing in the process of administrative law enforcement should not be ignored, such as unclear responsibilities, low efficiency, inadequate execution, and low intensity. As an important barrier for product quality and safety, In the process of administrative law enforcement, it is very important to enforce the law according to law, to enforce the law efficiently and to enforce the law cleanly. Based on this, this paper focuses on the research of administrative law enforcement of product quality from the perspective of product quality. The author will systematically analyze and comb the relevant ideas, routes, principles and policies of the CPC in its long-term development on the administrative law enforcement of product quality. At the same time, the application and practice of socialist quality view in socialist market economy are further analyzed and summarized. Then, taking the administrative law enforcement of socialist product quality as the starting point of research, the paper systematically analyzes some problems and deficiencies in the process of administrative law enforcement. So that the research of the subject rises to the level of guiding practice of socialist quality view and lays a solid foundation for the development of socialist quality thought and practice in our country.
