中国网约车监管政策变迁研究——以倡议联盟框架为分析视角

【摘要】：倡议联盟框架(ACF)旨在研究复杂的长期性政策变迁,将政策的变动视为政策联盟和外部事件共同作用的结果。本文运用这一理论分析历时不长的中国网约车监管政策的变迁,证明了倡议联盟框架的诸多命题在分析中国的政策过程中同样适用。但是,作为短期政策的案例应用,我们在研究的过程中有新的发现,在核心信仰不发生改变的前提下,政策变迁也有可能发生;由于核心信仰未改变,政策极易变动;立法部门化对政策变迁影响显著;"互联网+"技术的应用,大大加速了政策变迁的进程。
[Abstract]:The Initiative Alliance Framework (ACFF) aims to study the complex long-term policy changes and consider the policy changes as the result of the combined effect of the policy alliance and external events. This paper uses this theory to analyze the changes of the regulatory policy of China's ride-hailing system, which has not lasted for a long time. It is proved that many propositions of the framework of the Initiative Alliance are also applicable in the analysis of China's policies. However, as a case study of short-term policy, we have found new findings in the course of our research, without any change in our core beliefs. Policy change is also possible; because the core belief has not changed, the policy is easy to change; the legislative branch has a significant impact on policy change; the application of "Internet" technology has greatly accelerated the process of policy change.
