房屋用途临时变更规划管理研究——以舟山普陀区为例

【摘要】:房屋用途临时变更在城市尤其在老城区普遍存在,适时适度的临时变更不仅能节约城市资源、快速促进城市更新,更是为保护城市风貌、延续城市空间肌理提供了新的思路.然而,舟山普陀区的案例研究表明,目前临时变更管理中存在变更随意、审批不严、有碍民生及资源浪费等问题.为逆转现行管理的无序状态,探讨临时变更的规划管理制度设计,以期将其纳入法制框架.研究指出,探讨房屋用途临时变更规划管理对平衡政府、开发商及民众等多方面的利益,促进城市快速更新和可持续发展具有重要意义.
[Abstract]:Temporary change of housing use exists in cities, especially in old urban areas. Timely and moderate temporary changes can not only save urban resources, promote urban renewal quickly, but also provide a new way of thinking for protecting urban features and extending urban spatial texture. However, the case study in Putuo District of Zhoushan shows that there are some problems in temporary change management, such as random change, lax examination and approval, obstruction of people's livelihood and waste of resources. In order to reverse the disordered state of current management, this paper probes into the design of planning management system of temporary change in order to bring it into the legal framework. It is pointed out that it is of great significance to discuss the planning and management of temporary change of housing use to balance the interests of the government, developers and the public, and to promote the rapid renewal and sustainable development of the city.
