政府采购法制建设的重大成果——解读《政府采购法实施条例》

【摘要】：正近日,国务院总理李克强签署第658号国务院令,公布《中华人民共和国政府采购法实施条例》(以下简称《条例》),自2015年3月1日起施行。《条例》的出台,填补了政府采购法律制度体系中配套行政法规的空白,形成了由法律、行政法规、地方性法规、部门规章等组成的多层次、全方位的制度体系,是我国政府采购法制建设进程中具有里程碑意义的重大成果。
[Abstract]:Recently, Premier Li Keqiang of the State Council signed decree No. 658 of the State Council promulgating the regulations on the implementation of the Law on Government Procurement of the people's Republic of China (hereinafter referred to as the regulations), which will come into effect on March 1, 2015. It has filled in the blank of supporting administrative regulations in the legal system of government procurement, and has formed a multi-level and omnidirectional system composed of laws, administrative regulations, local regulations, departmental regulations, etc. Is our country government procurement legal system construction process has the milestone significance significant achievement.
