浅谈政府购买服务法律风险防范

【摘要】：近年来,政府购买服务日趋平常化,购买服务种类日趋多元化,触及多个领域,发展迅速。在享受政府购买服务的益处时,招投标风险、保密风险、可持续性风险等问题也日渐暴露,如何把握好政府购买的方向,防范可能出现的法律风险,是急需探索的课题。本文从完善法律法规、普及购买服务知识、签订规范化协议、完善监督评价体系四个方面展开,提出防范政府购买服务风险对策。
[Abstract]:In recent years, government purchase services are becoming more and more common, the types of services are becoming more and more diversified, and they are developing rapidly. While enjoying the benefits of government purchasing services, the risks of bidding, confidentiality and sustainability are also exposed day by day. How to grasp the direction of government purchase and guard against possible legal risks is a subject that needs to be explored urgently. This paper starts from four aspects: perfecting laws and regulations, popularizing the knowledge of purchasing services, signing standardized agreements and perfecting the supervision and evaluation system, and puts forward countermeasures to prevent the risk of government purchase of services.
