基于产业集群的重庆知识密集型服务业发展研究

【摘要】：借助快速发展的信息技术和经济的日益全球化,全球经济呈现出工业型经济向知识型服务经济转型的发展趋势,尤其在服务业内部,高人力资本、高技术含量、高附加值的知识密集型服务业发展迅速。在区域经济发展中扮演着促进产业融合和产业结构升级,促进区域经济和社会发展,拉动就业等重要角色,其发展水平的高低直接影响到区域经济的发展和城市竞争力的提高。而集群作为一种已被证明的有效的产业发展组织方式,能产生良好的经济效应、网络效应和社会效应,符合知识密集型服务业发展的趋势和要求。目前,世界上许多大城市都把促进知识密集型服务业集群发展作为实现增强城市发展竞争力的一个重要的战略举措。重庆作为西南内陆经济发达的城市之一,在实现“长江上游金融中心、物流中心、科教信息中心和现代制造业基地”的发展定位的进程中,知识密集型服务业获得了快速的发展,知识密集型服务业集群已初具雏形。在2010年,重庆被确立为国家五大中心城市之一,重庆的发展被提升到国家的发展战略层面,在“314”发展的总体部署的指导下,重庆获准设立“两江新区”,重庆的知识密集型服务业面临着巨大的历史发展机遇。因此,如何通过促进重庆知识密集型服务业的集群发展,实现重庆经济尤其是服务经济的持续快速的发展,实现重庆产业结构调整与升级,提高重庆装备制造业的综合竞争力,从而提高重庆的城市综合竞争力,推动重庆“长江上游金融中心、物流中心、科教信息中心和现代制造业基地”的建设,正是本文的出发点和归宿点。论文首先对产业集群理论和知识密集型服务业相关理论进行了论述,为下文提供理论基础。其次,论文对重庆知识密集型服务业进行了定性与定量相结合的分析。通过采用变异系数法和区位商法,分析了重庆知识密集型服务业发展现状以及行业产业集聚程度;通过对重庆知识密集型服务业六大行业的定性分析,剖析了重庆知识密集型服务业行业发展的现状和发展过程中存在的问题,为下文的对策建议作铺垫。再次,通过对国内外的伦敦、东京、北京和上海等都市的知识密集型服务业集群发展历程的剖析,借鉴了其成功的发展经验,为重庆知识密集型服务业集群发展提供参考。第四,通过SOWT分析方法,分析了重庆知识密集型服务业集群发展的存在的内在优势和劣势、机遇和挑战,得到促进重庆知识密集型服务业集群发展的战略建议。最后,论文提出了促进重庆知识密集型服务业集群发展的总体思路、空间布局和产业布局、相关的发展对策建议。
[Abstract]:With the rapid development of information technology and the increasing globalization of the economy, the global economy has shown a trend of transition from an industrial economy to a knowledge-based service economy, especially within the service industry, with high human capital and high technology content. High-value-added knowledge-intensive services are developing rapidly. In the development of regional economy, it plays an important role in promoting industrial convergence and upgrading of industrial structure, promoting regional economic and social development, stimulating employment and so on. The level of development directly affects the development of regional economy and the improvement of urban competitiveness. As an effective industrial development organization, cluster can produce good economic effect, network effect and social effect, which accords with the development trend and requirement of knowledge-intensive service industry. At present, many big cities in the world regard promoting the development of knowledge-intensive service industry cluster as an important strategic measure to enhance the competitiveness of urban development. As one of the economically developed cities in southwest China, Chongqing is in the process of realizing the development orientation of "financial center, logistics center, science and education information center and modern manufacturing base" in the upper reaches of the Yangtze River. Knowledge-intensive service industry has been developing rapidly, and the cluster of knowledge-intensive service industry has begun to take shape. In 2010, Chongqing was established as one of the five central cities in the country, and its development was promoted to the level of the country's development strategy. Under the guidance of the overall arrangement of the "314" development, Chongqing was allowed to set up the "two Rivers New area." Chongqing's knowledge-intensive service industry is faced with tremendous historical opportunities for development. Therefore, how to promote the cluster development of Chongqing's knowledge-intensive service industry, realize the sustained and rapid development of Chongqing's economy, especially the service economy, realize the adjustment and upgrading of Chongqing's industrial structure, and improve the comprehensive competitiveness of Chongqing's equipment manufacturing industry. So as to improve the comprehensive competitiveness of Chongqing and promote the construction of Chongqing's "financial center, logistics center, science and education information center and modern manufacturing base" in the upper reaches of the Yangtze River, it is the starting point and destination of this paper. Firstly, the paper discusses the theory of industrial cluster and knowledge-intensive service industry, which provides the theoretical basis for the following. Secondly, the paper analyzes Chongqing knowledge-intensive service industry qualitatively and quantitatively. By using coefficient of variation method and location quotient method, this paper analyzes the present situation of Chongqing's knowledge-intensive service industry and the degree of industry agglomeration, through qualitative analysis of six major industries of Chongqing's knowledge-intensive service industry. This paper analyzes the present situation and problems in the development of knowledge intensive service industry in Chongqing, and lays the groundwork for the following countermeasures and suggestions. Thirdly, through the analysis of the development course of knowledge intensive service industry cluster in London, Tokyo, Beijing and Shanghai and other cities at home and abroad, this paper draws lessons from its successful development experience and provides reference for Chongqing knowledge intensive service industry cluster development. Fourthly, the paper analyzes the inherent advantages and disadvantages, opportunities and challenges of the development of Chongqing knowledge-intensive service industry cluster through the method of SOWT analysis, and obtains the strategic suggestions to promote the development of Chongqing knowledge-intensive service industry cluster. Finally, the paper puts forward the general idea of promoting the development of Chongqing knowledge-intensive service industry cluster, spatial layout and industrial layout, and relevant development countermeasures and suggestions.
