论我国治理“羁押死”的实践创新——以公安创新监所科技管理为例

【摘要】：羁押场所非正常死亡事件的接连发生,严重损害了公安机关的执法公信力,成为国际国内关注焦点。对此治理成为考验中国政府执政能力的课题。地市以下监所是问题重灾区。由地级市首创的并得到公安部推广的监管远程视频智能管理平台是基层监管部门在大胆探索中首创的崭新治理手段,本文对其内在机理做了全面考证和阐述。
[Abstract]:The successive incidents of abnormal deaths in places of detention have seriously damaged the public security organs' credibility in enforcing the law. Become the focus of international and domestic attention. This governance has become a test of the Chinese government's ability to govern. Local and municipal prisons are the most serious problem disaster area. Established by prefectural cities and promoted by the ministry of public security, remote video intelligent management. The platform is a brand new governance tool pioneered by the grass-roots regulatory authorities in their bold exploration. This article makes a comprehensive textual research and elaboration on its internal mechanism.
