监狱机关应对涉狱网络舆情问题研究

【摘要】：进入21世纪后,随着互联网信息技术的发展和进步,产生了相比以往传统媒体不同的自媒体。它们往往具有及时传播、自由开放、影响力强的特点。在此情形下,监狱机关作为政府机关的组成部分,同时又因其本身的神秘性,使得有关监狱机关的舆情事件在互联网上往往更容易引人注目。而由于监狱机关自身的滞后性以及在宣传引导上的不利,使得监狱机关在应对相关网络舆情事件方面往往极为被动。本文正根据此尝试分析相关问题,提出解决对策。本文首先阐释了有关涉狱网络舆情的界定与构成要素以及政府网络舆情危机管理理论,然后在此基础上按照危机管理理论模型,从事前、事中、事后三个阶段结合具体案例阐述我国监狱机关在网络舆情监管中上存在的问题以及成因,并借鉴国外发达国家涉狱网络舆情监管的经验,提出我国监狱机关应对网络舆情的具体对策。对于当前涉狱网络舆情存在的问题对策分为三方面阐述。事前阶段围绕监狱机关如何建立完善的预警准备工作展开,从监狱如何处理其他网络舆情主体的关系;监狱自身内部的管理;舆情应对机制三个视角来分别阐述对策。事中阶段是当网络舆情危机产生后如何根据监狱负面网络舆情的特殊性及危机应对理论来处置相关舆情事件。事后阶段是做好总结与恢复工作。本文尝试结合相关公共危机管理理论和互联网知识,力求能够较全面的阐述当前监狱机关在应对网络舆情方面可能遇到的问题,希望不仅能为监狱机关的管理和工作提供帮助,而且通过借鉴国外发达国家舆情应对的做法与经验,与我国实际情况相结合,也可以为我国其他政府部门更好的监管网络舆情提供借鉴。
[Abstract]:After entering the 21st century, with the development and progress of Internet information technology, the self-media is different from the traditional media. They often have the characteristics of timely dissemination, free and open, and strong influence. In this case, the prison authorities as a component of government organs, but also because of its own mystery, make the prison public opinion events on the Internet often more easily attracted attention. Because of the lag of the prison authorities and the disadvantage of propaganda and guidance, the prison authorities are often very passive in dealing with the related network public opinion events. According to this, this paper tries to analyze the related problems and puts forward some countermeasures. This paper first explains the definition and elements of network public opinion involved in prison and the theory of crisis management of government network public opinion, and then, according to the theoretical model of crisis management, before engaging in the matter, After the three stages combined with specific cases to elaborate the prison authorities in our country in the network public opinion supervision problems and causes, and learn from the foreign developed countries involved in prison network public opinion supervision experience, Put forward the concrete countermeasure that our country prison authority responds to network public opinion. For the current prison network public opinion problems and countermeasures are divided into three aspects. In advance, it focuses on how to establish the prison authorities to establish a sound early warning preparation work, from the prison how to deal with the relationship of other network public opinion subjects; prison itself internal management; public opinion response mechanism to elaborate the three angles of view respectively. The stage of the incident is how to deal with the related public opinion events according to the particularity of prison negative network public opinion and the theory of crisis response after the emergence of network public opinion crisis. The post-event stage is to do a good job of summing up and restoring work. This paper tries to combine the theory of public crisis management and the knowledge of Internet, and try to expound the problems that the prison authorities may encounter in dealing with the network public opinion, and hope that it can not only provide help for the management and work of the prison authorities. And by learning from the practices and experiences of foreign developed countries, combined with the actual situation of our country, we can also provide reference for other government departments to better monitor the network public opinion.
