【摘要】：正党的十八届四中全会提出,坚持依法治国首先要坚持依宪治国。什么是依宪治国?为什么说坚持依法治国首先要坚持依宪治国?怎样坚持依宪治国?这是我们贯彻四中全会精神、执行四中全会确立的依法治国的目标和任务必须首先明确的问题。依宪治国,从字面含义上讲,就是依照宪法治理国家。依宪治国作为一种治国理念和治国方略,则包含以下五层含义。其一,国家的国体、政体和根本制度,如人民主权和人民代表大会制度、中央和地方国家机构职权划分制度、民族平等制度、社会主义市场经济制度、
