图书馆权利体系中的平等权研究

【摘要】：平等权作为人的一项基本权利,是其它所有权利实现的基础和前提。图书馆平等权的实现就成为体现图书馆自身制度正义的重要因素,图书馆平等权分为形式平等权和实质平等权,形式平等体现为用户免费、公开利用图书馆资源的一种机会平等;而实质平等则强调图书馆对弱势群体利用图书馆状况的关注和照顾,弥补其因体力、智力等方面的差异而形成的在资源利用中的劣势地位,而国家在图书馆平等权的实现中充当着积极的角色。
[Abstract]:As a basic human right, the right of equality is the basis and premise for the realization of all other rights. The realization of library's equal right has become an important factor to embody the library's own system justice. The library's equal right is divided into the formal equal right and the substantive equal right, and the formal equality is embodied in the user's free of charge. An equal opportunity to make public use of library resources; On the other hand, substantive equality emphasizes that libraries pay attention to and take care of the situation of the vulnerable groups and make up for their inferior position in the use of resources due to the differences in physical strength and intelligence. The state plays an active role in the realization of the right to equality in libraries.
