政企分开：我国烟草专卖制度改革研究

【摘要】：我国的吸烟者数量在世界处于前列,烟草行业对国家税收贡献很大。伴随着我国市场化的不断推进,烟草行业正在不断的壮大和提升,当前的烟草经济实力已经相当雄厚,它的重要性已经相当突显,在我国经济发展中扮演的角色也越来越关键。然而,政企不分所造成的行政垄断使行业内的管理体制及行政权力在利益的驱使下被扭曲和滥用,严重破坏了自由竞争的市场秩序,同时还增加了社会成本,损害了消费者利益,更是成为了地方政府和关联部门获取政绩和政治资本的手段。随着社会主义市场经济不断发展和全球化不断演进,原来计划经济存在的背景条件已经在现代市场经济时代发生了深刻变化,烟草行业以专卖制度为主要特征的政企合一管理体制正面临着严峻的挑战。因此,烟草行业引入竞争机制,实行政企分开,推行市场化改革已经是势在必行。本文旨在研究我国烟草行业政企分开的管理体制,基于烟草行业市场化的一个问题——政企分开的考虑,分析我国烟草行业政企分开的管理体制改革的必要性。并且在此基础上对我国烟草行业政企分开的管理体制改革的现状以及问题进行详细地论述,此外,笔者还通过与国外一些国家的烟草行业市场化管理体制改革的比较,分析国外烟草行业是如何摆脱政府的行政干预,真正以企业为市场主体的市场化管理体制,并对我国烟草行业的市场化管理体制改革路径进行了有益的探索。
[Abstract]:The number of smokers in China is in the forefront of the world, the tobacco industry contributes a lot to the national tax revenue. With the continuous promotion of marketization in China, the tobacco industry is growing and improving. The current tobacco economic strength has been quite strong, its importance has been quite highlighted, in China's economic development plays a more and more crucial role. The administrative monopoly caused by the separation of government and business causes the management system and administrative power in the industry to be distorted and abused under the driving of interests, which seriously destroys the market order of free competition and increases the social cost at the same time. It harms the interests of consumers and becomes a means for local governments and related departments to obtain political achievements and capital. With the continuous development of socialist market economy and the continuous evolution of globalization, the background conditions of the original planned economy have undergone profound changes in the era of modern market economy. The management system of government and enterprise is facing a severe challenge. Therefore, it is imperative for tobacco industry to introduce competition mechanism, separate government from enterprise and carry out market-oriented reform. The purpose of this paper is to study the management system of the separation of government and enterprise in China's tobacco industry, based on a problem of marketization of tobacco industry-the consideration of separation of government and enterprise. This paper analyzes the necessity of the reform of the management system of separating the government from the enterprise in the tobacco industry in China, and on the basis of this, discusses in detail the present situation and problems of the reform of the management system of the separation of the government from the enterprise in the tobacco industry in China. The author also analyzes how the foreign tobacco industry gets rid of the government's administrative intervention and takes the enterprises as the main body of the market-oriented management system by comparing with the reform of the market-oriented management system of the tobacco industry in some foreign countries. It also explores the reform path of market-oriented management system of tobacco industry in China.
