水污染防治法律制度实效评价研究——以工业水污染情况视角

【摘要】：本文主要运用经济学的方法对水污染防治法律制度的运行效果进行客观评价。以1987年至2014年全国工业水污染防治相关工作情况数据为样本,以工业用水排放总量为被解释变量,工业企业规模、工业废水治理设施情况、公众环保意识以及水污染防治法律制度(即《水污染防治法》)的影响作为解释变量,构建含有虚拟变量的回归模型进行分析。结果表明,现行的《水污染防治法》(2008年修订)确实对工业水污染防治工作起到了积极作用,并且实施效果优于2008年修订之前的《水污染防治法》(1996修正)。
[Abstract]:This paper mainly uses the method of economics to evaluate objectively the operation effect of the legal system of water pollution prevention and control. Taking the data of the national industrial water pollution control work from 1987 to 2014 as the sample, the total amount of industrial water discharge is taken as the explained variable. The scale of industrial enterprises, the situation of industrial wastewater treatment facilities, public awareness of environmental protection and the impact of the legal system of water pollution prevention and control (I. e., the Water pollution Prevention and Control Law) were taken as explanatory variables. A regression model with virtual variables was constructed and analyzed. The results show that the current Water pollution Prevention and Control Law (revised in 2008) has indeed played a positive role in the prevention and control of industrial water pollution. And the effect of implementation is better than that of the Water pollution Prevention and Control Law, which was revised in 2008.
