扬州工商系统公务员培训的问题与对策研究

【摘要】:扬州工商系统公务员在地方经济发展大潮中承担着经济卫士职责,近年来,通过大规模培训,该系统公务员的能力素质和工作作风均取得了较好发展,但仍存在与新形势新要求不相符的情况。如何通过改善教育培训工作进一步优化培训效果,促进工作绩效提升,确保以更好更优的工作水平为党和政府及群众服务已成当务之急。 基于以上背景,本文共分为五个部分对扬州工商系统公务员培训进行了研究。 第一部分:绪论。阐述了本文论题的研究背景、研究意义,目前国内外研究的基本情况,以及本文研究的创新点和研究方法。 第二部分:范畴界定与理论基础。首先对公务员、公务员培训的范畴进行界定,并阐述了本文所依据的人本主义学习理论、能力本位教育理论、成人学习理论、培训绩效评估理论的主要内容。 第三部分:扬州工商系统公务员培训的现状与问题。首先分析了工商系统公务员的职业特征和能力要求,依此提出工商部门的培训需求。随后对扬州工商系统当前公务员培训现状进行梳理总结,对存在的问题及原因进行实证分析。 第四部分:国内外公务员培训的经验借鉴。通过对国内外发达国家和先进地区在公务员培训方面的经验总结,提出可供扬州工商系统公务员培训借鉴的重要点。 第五部分:提升扬州工商系统公务员培训实效的对策。根据理论基础和国内外公务员培训的先进经验,从更新理念、优化管理、完善评估、强化保障等方面对提升扬州工商系统公务员培训实效的具体措施和方法进行详细论证。 在结论部分,对本文的研究成果进行了简要概述,并对现有研究中存在的问题及发展趋势和今后研究的重点进行了展望。
[Abstract]:In recent years, through large-scale training, civil servants of the Yangzhou Industrial and Commercial system have achieved better development in their ability and work style. However, there is still a situation that does not conform to the new situation and new requirements. How to further optimize the training effect through improving the education and training work, and promote the improvement of job performance, To ensure a better and better level of work for the party and the government and the masses has become a top priority. Based on the above background, this paper is divided into five parts to study the training of civil servants in Yangzhou Industrial and Commercial system. The first part is introduction. It expounds the research background, research significance, basic research situation at home and abroad, as well as the innovative points and research methods of this paper. The second part: category definition and theoretical basis. Firstly, the category of civil servant and civil servant training is defined, and the humanistic learning theory, competency-based education theory, adult learning theory are expounded in this paper. The main content of training performance evaluation theory. The third part: the present situation and problems of the training of civil servants in Yangzhou Industrial and Commercial system. Firstly, it analyzes the professional characteristics and ability requirements of civil servants in the industrial and commercial system. According to this, the training needs of industrial and commercial departments are put forward. Secondly, the current training status of civil servants in Yangzhou Industrial and Commercial system is summarized, and the existing problems and reasons are analyzed empirically. Part 4th: the experience of civil servant training at home and abroad. Through summing up the experience of civil servant training in developed countries and advanced regions at home and abroad, this paper puts forward the important points that can be used for reference in the training of civil servants in Yangzhou Industrial and Commercial system. Part 5th: countermeasures to improve the effectiveness of civil servants training in Yangzhou Industrial and Commercial system. According to the theoretical basis and advanced experience of civil servants training at home and abroad, from updating ideas, optimizing management, perfecting evaluation, Strengthen the protection and other aspects to enhance the Yangzhou industrial and commercial system civil servants training specific measures and methods are demonstrated in detail. In the conclusion part, the research results of this paper are briefly summarized, and the problems existing in the present research, the development trend and the key points of future research are prospected.
