【摘要】：作为一种重要制度设计,单位制是通过一系列制度建构而成为可能的。其中,作为单位体制的"特殊装置",单位退休制度是按着"解放"和"重建"的逻辑建立起来的,既体现出国家对劳动者的关怀,也表现了对单位人的组织动员的总体性和覆盖性。作为"单位人"的职工,在其职业生涯结束后,仍然保持"单位身份",单位设立专门机构对其进行管理服务,由此形成了从摇篮到坟墓的总体性覆盖。改革开放以来,伴随着单位组织改革进程的展开,开启了退休职工"去单位化"而转入社区的过程,实现了退休由"国家—单位保障"向"社会保障"的历史性转换。退休制度的这一重大变革不仅是单位社会走向"终结"的重要标志,同时也深刻地影响到中国社会转型与基层社会治理的基本格局。
[Abstract]:As an important system design, unit system is possible through a series of system construction.Among them, as the "special device" of the unit system, the unit retirement system is established according to the logic of "liberation" and "reconstruction", which embodies the state's concern for the workers.It also shows the totality and coverage of organizational mobilization of unit people.As the employees of "unit person", they still maintain "unit identity" after the end of their career, and the unit sets up a special organization to manage and serve it, thus forming the overall coverage from cradle to grave.Since the reform and opening up, along with the development of organizational reform of the unit, it has opened the process of "de-unitization" of retired workers and transferred to the community, and realized the historic transformation of retirement from "state-unit security" to "social security".This major reform of retirement system is not only an important symbol of the end of the unit society, but also has a profound impact on the basic pattern of social transformation and social governance at the grass-roots level in China.
