虚拟与现实的互动:国家政治安全治理界限的扩展

【摘要】：随着互联网技术及其应用的迅速推广,网络虚拟空间被视为是人类的第五空间,已经成为影响国家政治安全、社会安全的关键因素。主权国家正面临网络虚拟空间的无界性而导致的网络虚拟空间安全治理的危机。由于国家安全治理向着网络化和虚拟化延伸的程度还不够,虚拟空间的快速发展为国家政治安全治理提出了新挑战。将国家安全治理的界限延伸到网络虚拟空间,积极应对虚拟空间对国家安全治理提出的挑战,在理论层面、利益层面、基础操作层面采取一系列的有效措施才能真正、有效地维护国家利益与安全。
[Abstract]:With the rapid spread of Internet technology and its application, the virtual space of network is regarded as the fifth space of human being, and it has become the key factor to influence national political security and social security. Sovereign state is facing the crisis of network virtual space security governance caused by the unboundedness of network virtual space. Because the national security governance is not enough to extend to the network and virtualization, the rapid development of the virtual space poses a new challenge to the national political security governance. The limits of national security governance are extended to cyberspace, and the challenges posed by virtual space to national security governance are actively dealt with. A series of effective measures can be taken at the theoretical level, the level of interests and the level of basic operation. Effectively safeguard national interests and security.
