中国网约车的监管困境及解决

【摘要】：网约车的出现既解决了城市交通问题,满足了乘客出行需要,也对机动车的利用效率有了很大提升,但是带来的社会问题、法律冲突和监管难题也是不容忽视的。特别是随着时间的推移,业态发生了变化,到底如何监管变得更加复杂。网约车与传统出租车既有区别又有联系,建立一种连接传统与现代的监管模式,考验政府的智慧与能力,也开启互联网+时代的法治政府新样态。
[Abstract]:The appearance of the network car has not only solved the problem of urban traffic, met the passengers' travel needs, but also improved the utilization efficiency of the motor vehicles. However, the social problems brought about, the legal conflict and the supervision problems can not be ignored. Especially, as time goes on, the format has changed, and how the supervision becomes more complicated. The car and the traditional taxi model are compared with the establishment of a connection between modern and traditional supervision mode, wisdom and ability test of the government, also opened a new form of government under the rule of law Internet plus time.
