协同治理视角下我国网络募捐监管体系研究

【摘要】：近年来,我国网络募捐迅速兴起,但同时网络诈捐、骗捐事件频发,不仅冲击着社会公众对网络募捐的信任,对公益慈善事业也造成了不良影响。在此背景下,网络募捐监管亟待加强。本文以协同治理理念为视角,紧密结合现阶段我国网络募捐发展的现状与问题,明确多元监管主体理念,力图构建政府主导、民政牵头、部门配合、平台参与、社会力量协同、自律与他律结合的综合监管体系,更好地推进网络募捐的健康发展。
[Abstract]:In recent years, the rapid rise of network donation in our country, but at the same time, the online fraud and cheating events not only impact the trust of the public in the network collection, but also have a negative impact on the public welfare and charity. In this context, the network collection supervision needs to be strengthened. This paper, from the perspective of cooperative governance, closely combines the current situation and problems of the development of network donation in China, clarifies the concept of pluralistic supervisory subject, and tries to construct the government leading, civil administration leading, departmental cooperation, platform participation, and social power coordination. Self-discipline and heteronomy of the comprehensive regulatory system, better promote the healthy development of network donation.
