贯彻落实《民办教育促进法》新法的若干思考

【摘要】：新修订的《民办教育促进法》将于今年9月1日正式实施。原先法律中缺失的一些问题得到明确,一些争议较大的问题得到突破,由此带来一些贯彻落实新法具体的问题。贯彻落实《民办教育促进法》新法,必须从国家对民办学校发展的要求和目标出发,从民办学校发展的实际和阶段出发,全面理解,细心领会。要正确区分营利性和非营利性民办学校,消除落实中的误区,加强地方政府政策创新,发挥各界智慧,解决现实问题,促进民办学校健康、稳定、可持续发展。
[Abstract]:The newly revised Law on the Promotion of Private Education will be formally implemented on September 1 this year. Some problems that are missing in the original law have been clarified, and some controversial issues have been broken through, which has brought about some specific problems in carrying out the new law. To carry out the new law, we must proceed from the requirements and goals of the development of the private schools, proceed from the reality and stage of the development of the private schools, fully understand and understand carefully. It is necessary to correctly distinguish profit-making and non-profit private schools, eliminate misunderstandings in implementation, strengthen the innovation of local government policies, bring into full play the wisdom of all circles, solve practical problems, and promote the healthy, stable and sustainable development of private schools.
