不同类型城市保障性住房建设模式选择研究

【摘要】:我国保障性住房经过多年的实践发展,已形成明确的保障目标,即通过建设廉租住房、经济适用住房、公共租赁住房,力图帮助收入水平低于城市标准的家庭走出住房困境,拥有稳定适宜的生活居所。经过一定时期的建设,对增加保障性住房供应量、改善中低收入家庭住房条件、促进社会的稳定发展起到了积极作用,各地区筹建工作取得阶段性的成效。各城市经过实践探索,形成具有本市特色的建设经验和体系,但是总体上来说,我国不同城市间保障性住房的保障水平差异较大。发达国家的住房经验表明,保障性住房的建设是推动城市化可持续发展的关键因素。在我国,推行保障性住房面临种种困难和问题,由于地区发展不均衡,城市间发展水平差异较大,而指令式的保障性住房政策难以完全吻合不同地区保障性住房建设特点,一刀切式的管理严重阻碍保障性住房建设进程。在各城市不同的发展情况下,其保障性住房建设的模式理应有所区别,不同城市应通过测度本地区经济发展水平、城市发展规划、中低收入群体住房需求以及目前已有保障性住房建设情况,选择本地区适宜的建设模式。因此本文通过城市分类研究,从整体上探讨不同类型城市如何有针对性地进行保障性住房建设,具体明晰各类型城市的建设特征,匹配相应的建设模式,增强保障性住房建设的针对性,从而缓解保障房供需矛盾。基于此目的,本文的研究内容如下:第一,阐述了研究背景、研究目的以及意义,对现有研究文献进行收集和整理,对于国内外研究观点和内容进行梳理和评述,为本文的研究提供理论依据,构建论文框架,其次,以公共产品理论、社会保障等相关理论为基础,明确界定本文的研究范围和相关概念,为下面章节的研究奠定理论基础。第二,对我国目前保障性住房的现状进行介绍,提出存在的问题,进而分析影响保障性住房建设因素,对整个保障性住房的建设形成整体了解,也正基于现阶段的问题导向,本文提出研究不同类型城市的保障性住房建设模式,进而在后面章节展开研究。第三,将城市进行分类研究,首先通过对保障性住房建设影响因素进行定量分析,确立进行分类的城市样本与分类方法,论述方法选择的依据以及介绍DEA方法的具体运用。其次,根据选定的方法设计分类指标体系,选取两个投入指标和两个产出指标,运用模型进行测算,得出效率排名结果,并依据排名结果设定城市分类区间值。根据分类标准将70个大中城市分为三类,并对得出的分类结果进行分析说明。最后,主要从城市发展阶段、建设主体、建设资源、保障群体四个方面入手,归纳总结三种类型城市的建设特征,为后文建设模式的选择提供依据。第四,首先介绍我国现有的建设模式,并结合前文对建设特征的综合分析,对这三类城市的建设模式进行选择组合。通过整体研究,为我国不同类型城市的保障性住房建设模式选择提供一定的理论参考,从而提高住房保障效率,进一步保障中低收入群体的住房权利。本文的创新点集中于城市分类的研究视角,目前对于保障性住房的研究缺少分类思想,本文则通过将房地产市场监控的70个大中城市进行分类,建立分类指标体系,进而研究其建设特征与建设模式。主要采用数据包络分析方法、归纳分析法等,运用DEA数据包络分析法建立城市分类标准,将选取的70个大中城市进行分类,最终将这70个大中城市分为三种类型:生存型住房保障城市、发展型住房保障城市、生存与发展并举型住房保障城市。进一步对这三种类型城市的保障性住房建设特征进行归纳总结,得出研究结论,即为生存型住房保障城市应以政府主导建设模式和事业单位自建为主,适当结合政企共建模式;发展型住房保障城市应以企业独建模式为主,政企共建为辅;生存与发展并举型住房保障城市应以政企共建模式为主,企业独建模式为辅。
[Abstract]:After years of practice and development, China's guarantee housing has formed a clear guarantee target, that is, through the construction of low rent housing, economic housing, public rental housing, trying to help families with lower levels of income than urban standards to get out of the housing dilemma and have a stable and suitable living place. After a certain period of construction, it will increase the guarantee. The housing supply, the improvement of the housing conditions of the middle and low income families and the promotion of the stable development of the society have played a positive role, and the preparatory work in various regions has achieved the stage effect. The cities have formed the construction experience and system with the characteristics of the city through practice and exploration, but generally speaking, the guarantee level of the guarantee housing is poor among the different cities of our country. The housing experience of developed countries shows that the construction of the affordable housing is the key factor to promote the sustainable development of the urbanization. In China, the implementation of the guarantee housing is faced with various difficulties and problems. Because of the uneven development of the region, the development level of the city is different, and it is difficult to fully match the different policy of the guarantee housing. The characteristics of the regional security housing construction, one size fits all management seriously hinders the process of the construction of the affordable housing. Under the different development conditions of each city, the mode of its guarantee housing construction should be different. The different cities should measure the economic development level of the local area, the urban development plan, the housing demand of the middle and low income groups and the eyes. Prior to the construction of affordable housing, we choose the suitable construction mode in this area. This paper, through the study of urban classification, discusses how different types of cities will carry out the construction of affordable housing, clearly define the characteristics of the construction of various types of cities, match the corresponding construction patterns, and strengthen the construction of the affordable housing. In order to alleviate the contradiction between the supply and demand of the guarantee room, the research content of this paper is as follows: firstly, the research background, the purpose and the significance of the research are expounded, the existing research literature is collected and collated, the domestic and foreign research views and contents are combed and reviewed, and the theoretical basis for this paper is provided and the framework of the paper is constructed. Secondly, based on the theory of public product, social security and other related theories, it clearly defines the scope of the study and the related concepts, and lays a theoretical foundation for the research in the following chapters. Second, the present situation of our country's security housing is introduced, the existing problems are put forward, and then the factors affecting the construction of the affordable housing are analyzed, and the whole insurance is guaranteed. The construction of the barrier housing is formed as a whole, and it is also based on the problem oriented at the present stage. This paper puts forward the research on the construction mode of the different types of urban housing, and then studies the following chapters. Third, the city is classified and studied. First, the quantitative analysis of the factors affecting the construction of the affordable housing is carried out to establish the classification. The city sample and the classification method, discuss the basis of the method selection and introduce the specific application of the DEA method. Secondly, according to the selected method, the classification index system is designed, two input indexes and two output indexes are selected, and the efficiency ranking results are obtained by using the model, and the urban classification interval values are set according to the ranking results. The classification standard divides 70 large and medium cities into three categories, and analyzes the results of the classification. Finally, from the urban development stage, the construction main body, the construction resources and the guarantee group four aspects, it summarizes and summarizes the construction characteristics of the three types of cities, and provides the basis for the selection of the model for the later construction. Fourth. First of all, we introduce our country. The existing construction mode, combined with the comprehensive analysis of the construction features in the previous article, makes a selection and combination of the construction patterns of these three types of cities. Through the overall study, it provides a certain theoretical reference for the choice of the mode of the guarantee housing construction in different types of cities in China, thus improving the efficiency of housing security and further guaranteeing the low and middle income groups. The innovation point of this article is focused on the perspective of the research on urban classification. At present, the research on the security housing lacks the classification idea. In this paper, the classification index system is set up by classifying the 70 large and middle cities monitored in the real estate market, and then the construction characteristics and construction patterns are studied. The main use of data envelopment analysis is the method of data envelopment analysis. The method of DEA data envelopment analysis is used to establish the urban classification standards, and the selected 70 large and medium cities are classified. Finally, the 70 cities are divided into three types: living housing guarantee city, development type housing guarantee city, survival and development and the type of housing guarantee city. Further to these three types of cities The characteristics of the construction of the affordable housing are summarized, and the conclusions are drawn. That is to conclude that the city of survival type housing guarantee should be based on the government led construction model and the self construction of the enterprise, with the proper combination of the model of the construction of government and enterprise, and the development type housing guarantee city should be based on the enterprise alone model, the co construction of the government and the enterprises as the auxiliary, the living and development parallel housing. The protection of the city should be based on the mode of government and enterprise co construction, and the independent construction mode of enterprises should be supplemented.
