行政执法信息公开问题研究

【摘要】：我国政府的信息公开工作起步较晚,始于2008年《中华人民共和国政府信息公开条例》的颁布实施。自条例实施后通过政府的大力推广,信息公开工作近几年有了显著的进步。政府通过建立健全政府信息公开的组织机制、工作机制和监督机制,我国的政府信息公开工作逐步走上了机制化、规范化的轨道,在提高政府透明度、提升政府公信力方面起到了重要的作用。本文对其中具有代表性的行政执法信息公开进行了深入研究,从行政执法信息公开的理论、历史发展沿革、行政执法信息公开的意义、存在的问题和原因分析等多方面进行研究,并最终提出完善我国行政执法信息公开的政策建议。通过本文的研究将对广大群众切实利益密切相关的行政执法信息公开工作进行深刻的阐释。行政执法信息公开相对于政府信息公开有着自己的特点,属于政府信息公开中特殊的一部分。对比一般的政府信息公开,行政执法信息公开工作更重视信息公开的及时性、主动性和明确性。政府应该充分认识到行政执法信息公开对群众生活的重要性,对消除群众对行政机关误解的重要性以及在维护社会稳定方面的重要性。更加自觉主动地有效推行和全面推广行政执法信息公开工作,有利于对依法行政工作进行有力推动,并使我国的行政执法信息工作能更好地发挥服务群众、监督政府的作用。行政执法信息公开工作还能促进政府信息资源共享,方便群众生产生活,为提高政府公信力做出积极的贡献,为建设阳光政府、责任政府、法治政府提供有力的保障。
[Abstract]:The work of government information disclosure in our country started late, and began with the promulgation and implementation of the regulations of the people's Republic of China on Information publicity in 2008. Since the implementation of the regulations through the government's efforts to promote, the work of information disclosure has made remarkable progress in recent years. By establishing and perfecting the organizational mechanism, the working mechanism and the supervision mechanism of the government information disclosure, the government information disclosure work in our country has gradually embarked on the track of institutionalization and standardization, and is improving the transparency of the government. Improving the credibility of the government has played an important role. This article has carried on the thorough research to the representative administrative law enforcement information publicity, from the administrative law enforcement information disclosure theory, the historical development evolution, the administrative law enforcement information publicity significance, The existing problems and causes of the study, and finally put forward to improve our administrative law enforcement information publicity policy recommendations. Through the research of this paper, we will deeply explain the publicity of administrative law enforcement information which is closely related to the practical interests of the masses. Administrative law enforcement information disclosure has its own characteristics relative to government information disclosure, which belongs to a special part of government information disclosure. Compared with general government information disclosure, administrative law enforcement information disclosure pays more attention to the timeliness, initiative and clarity of information disclosure. The government should fully realize the importance of the publicity of administrative law enforcement information to the life of the masses, to the elimination of misunderstanding of the administrative organs by the masses and to the maintenance of social stability. More consciously and effectively carrying out and comprehensively popularizing the publicity of administrative law enforcement information is conducive to promoting the work of administration according to law, and making the information work of administrative law enforcement in our country play a better role in serving the masses and supervising the government. The publicity of administrative law enforcement information can also promote the sharing of government information resources, facilitate the production and life of the masses, make positive contributions to improving the credibility of the government, and provide a strong guarantee for the construction of a sunny government, a responsible government and a government ruled by law.
