【摘要】：正北京属资源型重度缺水地区,截至2015年底,北京的汽车保有量已经突破了570万辆,清洗一辆汽车用水约为0.16吨,若以570万辆汽车每周清洗一次计算,北京市每年的洗车用水量将突破4700万吨,相当于抽干了20余个昆明湖。为了解决日益显著的用水危机,政府希望通过价格手段控制洗车业用水量,进而通过水价杠杆撬动每吨仅1元钱的中水(再生水)的广泛利用。然而实际情况却不容乐观,
