【摘要】：正30年来,广州市的地方立法与地方改革和建设事业相伴前行,共同取得了巨大成就。广州市的改革发展推动着广州市地方立法的创新与发展,而广州市的地方立法则为城市的改革和建设提供了重要保证。30年的实践和探索,广州市在地方立法的基本制度内,逐渐形成了一套实现科学立法和民主立法的较为成熟的具体运行机制。其主要特点涉及:立法规划和立法计划的制定、法规案的提出、法规案的审议、立
[Abstract]:In the past 30 years, Guangzhou's local legislation and local reform and construction along with the cause, together has made great achievements. The reform and development of Guangzhou promotes the innovation and development of the local legislation in Guangzhou, while the local legislation in Guangzhou provides an important guarantee for the reform and construction of the city. Gradually formed a set of scientific legislation and democratic legislation more mature specific operating mechanism. Its main features include: legislative planning and legislative planning, proposal of legislation cases, deliberation of legislation cases, enactment of laws and regulations.
