人员下沉、事权下移、就近管理——以天津市城市管理执法体制改革为例

【摘要】：伴随快速城市化的进程,"城市病"愈加突出,城市社会管理的任务日益繁重,其中,城市管理执法更是关系城市长治久安的重要突破口。经过20年三个阶段的城市综合管理体制改革试点,2015年,时隔37年,中央城市工作会议的高规格召开以及国务院《关于深入推进城市执法体制改革改进城市管理工作的指导意见》的推出,进一步明确城市执法体制改革的大方向。天津市是国家第一批城市管理综合执法改革的试点地区,经过近20年的改革试点实践,从2013年起,天津市推动以人员下沉、事权下移、就近管理的城市执法体制改革。比较与借鉴国内其他地区的典型试点工作,天津市的城管执法体制改革总体上顺应党中央、国务院的改革精神和地方经济社会发展的现实需要。
[Abstract]:With the rapid urbanization process, "urban disease" is more prominent, the task of urban social management is increasingly arduous, among which, urban management law enforcement is an important breakthrough for the long-term stability of the city. After 20 years of three stages of urban integrated management system reform pilot, in 2015, 37 years, The convening of the Central Urban work Conference and the introduction of the State Council's guiding opinion on promoting the Reform of Urban Law Enforcement system and improving Urban Management further clarify the general direction of the reform of urban law enforcement system. Tianjin is the first pilot area of urban management comprehensive law enforcement reform in our country. After nearly 20 years of experimental practice of reform, Tianjin has promoted the reform of urban law enforcement system with personnel sinking, power moving down and local management since 2013. By comparing and drawing lessons from the typical pilot work in other regions in China, the reform of urban management law enforcement system in Tianjin conforms to the reform spirit of the CPC Central Committee, the State Council and the actual needs of local economic and social development.
