青岛市建设蓝色法治城市研究

【摘要】：青岛市拥有率先建成全国蓝色法治领军城市的优势,但也存在着不足之处。必须牢固确立优质海洋治理的新理念新机制,着力完善蓝色立法与规划,强化蓝色执法与综合管理,推进蓝色司法与仲裁"两个中心"建设,加快蓝色生态文明建设步伐,实现"两个重点"突破,着力构建蓝色法治文化之都,提升蓝色法治队伍建设水平。
[Abstract]:Qingdao has the advantage of leading the blue rule of law in the country, but it also has some shortcomings. It is necessary to firmly establish a new concept and new mechanism of quality ocean governance, to improve blue legislation and planning, to strengthen blue law enforcement and comprehensive management, to promote the construction of "two centers" of blue justice and arbitration, and to speed up the construction of blue ecological civilization. To realize the breakthrough of "two key points", to construct the blue legal culture capital, and to improve the level of the blue rule of law team.
