走向网络中立:我国互联网市场监管的可行之路

【摘要】：借鉴美国互联网市场监管中的网络中立原则及其具体规则,我们应当对我国互联网市场中的宽带网络服务商和边缘供应商进行更明确的分类,并对其实施不同水平的业务监管,即制定详细的监管规则保证宽带网络服务商严格履行普遍服务义务,而对边缘供应商采取激励创新的监管措施。通过确保宽带网络服务商对所有安全的互联网边缘产品保持中立、提供公平的宽带网络服务,保障自由公平的边缘供应市场竞争环境,进而激励整个互联网市场的能动创新和持续繁荣,推进我国"‘互联网+’行动"的顺利实施。
[Abstract]:Referring to the principle of network neutrality and its specific rules in American Internet market supervision, we should categorize broadband network service providers and marginal providers in China's Internet market more clearly, and implement different levels of business supervision. That is to make detailed regulations to ensure that broadband network service providers strictly comply with universal service obligations and to take innovative regulatory measures to marginal suppliers. By ensuring that broadband network service providers remain neutral on all secure Internet edge products and provide fair broadband network services, ensuring a free and fair edge supply market competition environment, Furthermore, it encourages the dynamic innovation and sustainable prosperity of the whole Internet market, and promotes the smooth implementation of "Internet" action in our country.
