中央对地方转移支付中医药项目事权划分的研究

【摘要】：现如今,人们的生活水平质量不断提高,身体健康越来越成为人们关注的一方面,大家对如何健康养生的重视程度也是越来越高了,尤其是对中医药服务青睐有加。近几年,中医药在国外大放异彩,广受欢迎。国家也越发重视中医药事业的发展,不断加大对中医药的财政投入规模,中央对地方转移支付中医药项目的力度也在持续加大。随着中医药事业的快速发展,中央对地方转移支付中医药项目事权的划分也存在一些问题。清晰地划分中央对地方转移支付中医药项目的事权显得尤为重要。本研究以中央对地方转移支付中医药项目事权作为研究对象,通过公共产品理论、政府职能理论、有限政府理论、财政分权理论和委托—代理理论,探析划分中医药项目事权的理论基础。通过阅读大量文献,采集数据,分析我国转移支付中的中医药项目财政投入规模和中医药项目事权划分的现状,探寻中央对地方转移支付中医药项目事权划分中存在的问题并进行原因的剖析。通过比较分析法,对美国、德国、法国以及日本四国中央和地方政府卫生事权的划分进行了分析和归纳,以此作为我国中央对地方政府转移支付中医药项目事权划分地借鉴与启示。通过归纳总结在事权划分时所要重视的基本原则,在《中华人民共和国中医药法》的基本内容的基础上,通过专家访谈法,构建中央对地方转移支付中医药项目事权划分的基本框架。最后,从合理划分中医药项目事权、完善中央与地方中医药项目财权的配置和完善中央对地方中医药项目的转移支付三个方面出发,为中央对地方转移支付中医药项目事权划分实施和管理提出建议。
[Abstract]:Nowadays, the quality of life of people is improving, the health of people is becoming more and more concerned, and people pay more and more attention to how to keep fit, especially to the traditional Chinese medicine service. In recent years, Chinese medicine has been widely welcomed in foreign countries. The state also pays more and more attention to the development of traditional Chinese medicine, constantly increasing the scale of financial investment in traditional Chinese medicine, and the central government to the local transfer of traditional Chinese medicine projects also continue to increase. With the rapid development of traditional Chinese medicine, there are some problems in the division of the central government's right to transfer payment of traditional Chinese medicine. It is particularly important to clearly divide the power of the central government to transfer payment of traditional Chinese medicine. In this study, the central to local transfer of traditional Chinese medicine project as the research object, through the theory of public goods, government function theory, limited government theory, fiscal decentralization theory and principal-agent theory, This paper analyzes the theoretical basis of dividing the power of Chinese medicine projects. By reading a large number of documents and collecting data, this paper analyzes the current situation of the scale of financial input and the division of power of Chinese medicine projects in the transfer payment in China. This paper probes into the problems existing in the division of the power of the local transfer payment in the traditional Chinese medicine project and analyzes the reasons. By means of comparative analysis, this paper analyzes and summarizes the division of the central and local governments' health rights in the United States, Germany, France and Japan. This is the reference and inspiration of the central government to the local government transfer payment of traditional Chinese medicine project. By summing up the basic principles that should be attached importance to in the division of administrative powers, on the basis of the basic contents of the Chinese Medicine Law of the people's Republic of China, and through the method of expert interviews, Construct the basic frame of the central government to the local transfer payment of traditional Chinese medicine project power division. Finally, from the following three aspects: rationally dividing the authority of Chinese medicine projects, perfecting the allocation of financial power between the central and local Chinese medicine projects, and perfecting the transfer payment of local Chinese medicine projects by the central authorities, To put forward suggestions for the implementation and management of the division and management of local transfer payment for traditional Chinese medicine project by the central government.
