准格尔旗城市管理行政执法执行力提升战略研究

【摘要】：近年来，随着社会经济的不断发展与改革开放的逐渐深入，城市化进程日益加快，城市管理行政执法工作逐渐获得关注，同时取得很大的进展，然而其仍具有一些需要高度重视、亟待解决的问题。在具体实践中，城市管理行政执法仍然存在着执法体制不够规范、执法依据不够充分、执法人员素质相对较差、执法范围太过宽泛等问题。所以，改革城市管理行政执法体制、优化城市管理法律体系，改善城市管理行政执法环境，创新城市管理途径已经成为当务之急。本文以准格尔旗城市管理行政执法工作为研究对象展开研究，通过对准格尔旗具体实践的研究，指出其中存在的问题，提出符合准格尔旗城市管理行政执法提升发展的道路。本文主要包括以下六个部分: 第一部分为绪论，主要包括研究背景、研究目的及意义、国内外研究进展、研究思路及方法、研究可行性；第二部分为城市管理行政执法的相关理论，主要从理论基础（权力分立与制衡理论、服务型政府理论、新公共服务理论）；第三部分为准格尔旗城市管理行政执法现状及存在的问题，，主要包括准格尔旗城市管理行政执法现状、准格尔旗城市管理行政执法存在的问题，从行政执法法制体制建设不够完善、城市管理行政执法保障不完善、城市管理长效机制不完善、城市规划不合理便民惠民服务设施不完善等方面阐明准格尔旗城市管理行政执法存在问题的原因分析；第四部分国外内城市管理行政执法先进经验（北京、香港城市管理行政执法先进经验、美国城市管理行政执法清晰的机构职能划分、新加坡城市管理行政执法法治观与人本观的结合）及其启示；第五部分为准格尔旗城市管理行政执法执行力提升战略，主要包括城市管理行政执法执行力提升总体战略和具体策略（完善行政执法法制体制建设、完善城市管理行政执法保障、完善城市管理长效机制、高起点规划城市加大便民惠民服务工程的建设力度）等方面。第六部分总论与展望
[Abstract]:In recent years, with the continuous development of social economy and the gradual deepening of reform and opening up, the process of urbanization is speeding up day by day, and the administrative law enforcement of urban management has been paid more and more attention, and great progress has been made at the same time. However, it still has some problems that need to be attached great importance to and need to be solved urgently. In practice, there are still some problems in the administrative law enforcement of urban management, such as the law enforcement system is not standardized, the basis of law enforcement is not sufficient, the quality of law enforcement personnel is relatively poor, and the scope of law enforcement is too broad. Therefore, it has become an urgent task to reform the administrative law enforcement system of urban management, optimize the legal system of urban management, improve the environment of administrative law enforcement of urban management, and innovate the ways of urban management. This paper takes the administrative law enforcement of urban management in Zhungeer Banner as the research object, through the study of the concrete practice of Zhungeer Banner, points out the existing problems, and puts forward the road of promoting and developing the administrative law enforcement of urban management in Zhungeer Banner. This paper mainly includes the following six parts: the first part is the introduction, including the research background, research purpose and significance, research progress at home and abroad, research ideas and methods, research feasibility; The second part is the related theory of urban management administrative law enforcement, mainly from the theoretical basis (separation of powers and checks and balances theory, service-oriented government theory, new public service theory); The third part is the present situation and existing problems of the administrative law enforcement of the urban management of Zhungeer Banner, including the present situation of the administrative law enforcement of the urban management of the Zhungeer Banner, and the existing problems of the administrative law enforcement of the urban management of the Zhungeer Banner.
